Job Description

Key Responsibilities:

1. Strategic Procurement & Planning:

Develop, implement, and manage comprehensive procurement strategies for all civil-related materials, equipment, and services.

Conduct market research, spend analysis, and demand forecasting to identify new suppliers, evaluate market trends, and anticipate future procurement needs.

Collaborate with project managers, engineering teams, and other stakeholders to understand project requirements and specifications, ensuring procurement aligns with project timelines and budgets.

2. Sourcing & Supplier Management:

Identify, evaluate, and select qualified suppliers and contractors for civil projects, conducting due diligence and risk assessments.

Lead the tender and bidding process, including preparing Requests for Proposals (RFPs), Invitations to Bid (ITBs), and Expressions of Interest (EOIs).

Negotiate favorable terms, conditions, prices, and service level agreements (SLAs) with suppliers to achieve cost savings and mitigate risks. .

3. Contract Management:

Oversee the drafting, review, and execution of procurement contracts, ensuring compliance with legal requirements, company policies, and project specifications.

Manage contract variations, claims, and disputes in a timely and effective manner. * Ensure all contractual obligations are met by both the company and suppliers.

4. Cost Control & Optimization:

Identify and implement cost-saving initiatives without compromising quality or project timelines. Analyze procurement data to identify areas for optimization and efficiency gains.

Implement value engineering principles in procurement decisions.

6. Compliance & Risk Management:

Ensure all procurement activities comply with company policies, local regulations, industry standards, and ethical guidelines.

Qualifications:

  • Education:

    • Bachelor's degree in Civil Engineering, Construction Management, Supply Chain Management, Business Administration, or a related field.

  • Experience:

    • Minimum of 8-12 years of progressive experience in procurement, with at least 3-5 years in a managerial or leadership role specifically focused on civil or construction procurement.
    • Demonstrated experience in managing large-scale civil projects and complex supply chains.
    • Proven track record of achieving significant cost savings and optimizing procurement processes.
  • Technical Skills:

    • In-depth knowledge of civil engineering materials, equipment, and construction methodologies.
    • Strong understanding of procurement best practices, supply chain management principles, and contract law.
    • Excellent analytical and negotiation skills.
