Job Description:

We are seeking a proactive and detail-oriented Manager – Projects (GeM and E-Tendering) to lead and manage government procurement and tendering activities. The ideal candidate will have a strong understanding of the Government e-Marketplace (GeM) and e-Tendering platforms, as well as the ability to prepare sales quotations, negotiate terms, and ensure compliance with public procurement guidelines. This role involves close coordination with vendors, internal departments, and government bodies to ensure smooth execution of procurement projects and tender lifecycles.

Key Responsibilities:

1. GeM (Government e-Marketplace):

• Managing procurement processes through the GeM portal.
• Preparing and following up on sales quotations made for clients, negotiating terms to offer cost-effective solutions that align with client needs and government norms.
• Onboarding of vendors and ensuring proper cataloguing of products/services.
• Ensuring compliance with GeM procurement rules and procedures.
• Training internal teams on using GeM for sourcing and procurement.
• Monitoring procurement KPIs and generating GeM reports.

2. E-Tendering:

• Managing the complete lifecycle of public procurement tenders using e-tendering platforms (e.g., CPPP, state portals).
• Preparing and reviewing tender documents (RFPs, BOQs, etc.).
• Coordinating with departments for technical and financial evaluations.
• Ensuring transparency, fairness, and adherence to government procurement rules.
• Handling bidder queries and pre-bid meetings.
• Publishing tender notices and awarding contracts electronically.

Skills & Competencies:

• Familiarity with GeM portal or other government e-procurement platforms.
• Understanding of GFR (General Financial Rules) and public procurement guidelines.
• Project management skills for handling multiple procurement initiatives.
• Strong documentation and compliance orientation.
• Stakeholder coordination (internal departments, vendors, auditors, etc.).
• Knowledge of MIS reporting and procurement analytics.
