Job Description

Key Responsibilities:

Billing & Certification

Supervise and control the end-to-end billing cycle (contractor billing, subcontractor billing, and client billing).
Review and certify contractors running account (RA) bills, final bills, and client invoices.
Ensure compliance with BOQs, work orders, contracts, and approved drawings.
Validate and reconcile project quantities, measurements, and rate analysis.
Handle escalations and resolve disputes regarding billing, variations, and claims.

Coordination & Liaison

Coordinate with Project Execution, Planning, Contracts, Procurement, QS, and Finance teams for smooth billing operations.
Liaise with consultants, architects, clients, and statutory authorities for bill approvals.
Ensure timely submission of bills to clients and follow-up for payments.

Financial & Commercial Management

Monitor project cash flows and ensure alignment with billing schedules.
Support commercial negotiations related to claims, variations, and contract settlements.
Contribute to project costing, budgeting, and cost-control mechanisms.
Provide MIS, reports, and dashboards to management on billing status, receivables, and projections.

Process Management & Compliance

Standardize and implement efficient billing systems, formats, and processes across projects.
Ensure documentation, audit compliance, and adherence to contractual obligations.
Leverage ERP/SAP/billing software for automation and accuracy.
Identify process gaps and drive continuous improvement initiatives.

Team Leadership

Lead, guide, and mentor the billing team across multiple projects.
Allocate responsibilities, monitor performance, and build capability within the team.
Foster collaboration across departments to achieve organizational objectives.
