Investment Promotion & Policy Support – Consultant Scope

🔍 Strategic Advisory & Feasibility

• Conduct feasibility studies and recommend new tourism schemes and funding sources (Central Govt., World Bank, multilateral/bilateral agencies).

• Advise on new policy requirements and integrate sustainability into tourism policies.

• Frame guidelines and regulatory measures for existing tourist operators.

📊 Performance Monitoring & Evaluation

• Develop KPIs and monitor Goa’s tourism performance against national/international benchmarks.

• Track tourist issues and recommend focus areas for service improvement.

• Create monitoring and evaluation frameworks; conduct regular impact assessments.

💼 Investment Promotion & Stakeholder Engagement

• Prepare sector-specific profiles, investor pitches, and promotional collaterals.

• Coordinate with Goa Investment Promotion Board to attract private sector investments.

• Explore Tourism Development Cess and investor-friendly policies to boost investment.

• Organize stakeholder consultations and research industry needs.

🏗️ Project Development & Bid Management

• Identify investment avenues and models (PPP, Govt. schemes) for tourism projects.

• Assess underutilized assets and recommend best-use development strategies.

• Advise on development regulations, constructible area, and reserve pricing.

• Assist in drafting RFP/RFQ/EOI/Tender documents with eligibility and evaluation criteria.

• Recommend fee structures (upfront and recurring) based on Authority inputs.

• Validate bidder documents and oversee bid process till Letter of Award.

🎯 Additional Support

• Conceptualize new tourism events to enhance visitor experience.

• Provide capacity-building support for tourism stakeholders.

• Maintain annual data on tourist footfalls, revenue, investments, and profiles.

• Offer ongoing advisory support, attend meetings, and assist with commercial issues.

Qualification: B. Tech + MBA (Tourism)
