Role & responsibilities

Funding Platform Design & Development

1. Platform Concept & Design

• Design a dedicated funding platform tailored to the needs of entrepreneurs, cooperatives, and self-help groups.

2. Feasibility & Market Research

• Conduct feasibility studies and market assessments to determine optimal platform structure, technology, and functionality.

3. Stakeholder Collaboration

• Engage with relevant stakeholders to understand requirements ensuring inclusive, accessible, and user-friendly features.

4. Promotion Strategy

• Develop strategies for effective implementation and promotion of the platform among:
• Corporates & businesses
• Impact investors
• Financial institutions
• Foundations & philanthropic groups
• Individual donors & institutional investors

5. Risk Management

• Implement risk assessment and mitigation measures to ensure platform security, reliability, and operational continuity.

B. Procurement, RFP Management & System Integrator Selection

1. Procurement Strategy

• Define the procurement approach in alignment with:
• Statutory and regulatory requirements
• CVC guidelines
• GFR 2017
• Government of Haryana Procurement Guidelines

2. RFP Development

• Draft functional and technical requirements, service levels, penalties, payment terms, and other parameters for RFP documents.

3. Pre-Bid Coordination

• Organize pre-bid meetings and industry consultations to assist the Bank in responding to technical and functional bidder queries.

4. Bid Evaluation

• Conduct detailed technical and functional evaluation of responses submitted by bidders and recommend eligible vendors.

5. Contract Finalization

• Assist in preparation and finalization of contracts, SLAs, and payment terms with the selected bidder.

C. Audit & Compliance Profile

1. Internal Audit

• Develop internal audit checklists and frameworks for platform operations, vendor performance, and financial disbursement.
• Perform periodic audits to identify deviations and process gaps.

1. Regulatory Compliance Audit

• Ensure compliance with RBI norms, cybersecurity frameworks, banking regulations, and procurement standards.
• Review documentation, approvals, and vendor activities for adherence.

1. IT & System Audit

• Review system architecture, access controls, data protection measures, platform security, and IT governance.
• Verify integration processes and technical deliverables of the system integrator.

1. Risk & Control Assessment

• Identify operational, cybersecurity, technical, and financial risks.
• Recommend internal controls to reduce vulnerabilities and ensure governance.

1. Vendor & Contract Audit

• Monitor SLA compliance, milestone achievements, deliverables, and performance-linked payouts.
• Review procurement and tendering processes for transparency.

1. Reporting

• Prepare detailed audit reports with findings, risk insights, and recommendations.
• Present audit outcomes to senior management and ensure corrective action follow-ups.
