Job Description

Position: Team Leader Water Supply (Supervision Consultancy)

Qualification

  • Bachelor’s Degree in Civil Engineering (mandatory).
  • Master’s Degree in Water Resources / Environmental / Public Health Engineering or related field (preferred).
  • Registered / Chartered Engineer (desirable).

Experience

  • Minimum

    20 years of overall professional experience

    in

    water supply sector

    .
  • At least

    10–15 years of experience in supervision, implementation, or project management

    of large-scale

    urban / rural water supply projects

    .
  • Proven experience as

    Team Leader / Deputy Team Leader / Project Manager

    in supervision consultancy assignments.
  • Experience in Government-funded or multilateral-funded projects (World Bank / ADB / JICA / State Govt. / Central Govt.) will be an added advantage.

Key Roles & Responsibilities

Project Leadership & Coordination

  • Act as the

    Team Leader for the Supervision Consultancy

    , responsible for overall coordination, management, and delivery of the assignment.
  • Lead and guide a multidisciplinary team comprising civil, mechanical, electrical, instrumentation, QA/QC, safety, and contract specialists.
  • Serve as the

    primary point of contact

    between the Client, Project Management Unit (PMU), contractors, and other stakeholders.
  • Chair and participate in project review meetings, progress meetings, and coordination meetings.

Technical Supervision & Quality Control

  • Oversee supervision of construction, installation, testing, and commissioning of:
    • Water Treatment Plants (WTP)
    • Intake structures and raw water pumping systems
    • Clear water reservoirs, sumps, ESRs/GSRs
    • Transmission and distribution pipelines
    • Pumping stations, electro-mechanical works
    • SCADA and instrumentation systems
  • Ensure all works comply with approved drawings, specifications, contract conditions, and applicable standards.
  • Review and approve contractor’s method statements, construction schedules, QA/QC plans, and safety plans.
  • Monitor quality assurance and quality control procedures at site.

Contract & Project Management

  • Ensure adherence to contract conditions, timelines, milestones, and deliverables.
  • Review contractor’s claims, measurements, variations, and recommend approvals.
  • Support the Client in contract administration, dispute resolution, and interpretation of contract clauses.
  • Monitor physical and financial progress and ensure timely completion of the project.

Design Review & Technical Approvals

  • Review and approve:
    • Detailed engineering designs and drawings
    • Hydraulic calculations
    • Shop drawings and GA drawings
    • Technical submittals and datasheets
    • O&M manuals
  • Ensure optimization of designs for efficiency, sustainability, and cost-effectiveness.

Monitoring, Reporting & Documentation

  • Ensure preparation and submission of:
    • Monthly / quarterly progress reports
    • Quality and safety reports
    • Review comments and compliance reports
    • Completion and commissioning reports
  • Maintain proper documentation and records throughout the project lifecycle.

Safety, Environment & Compliance

  • Ensure implementation of safety, health, and environmental (SHE) standards at project sites.
  • Monitor contractor compliance with statutory regulations and labor laws.
  • Promote best practices in construction safety and environmental protection.

Capacity Building & Stakeholder Support

  • Provide technical guidance and mentoring to junior engineers and supervision staff.
  • Support Client officials in technical decision-making and capacity building.
  • Coordinate with local authorities, utilities, and stakeholders for smooth project execution.

Desired Skills & Competencies

  • Strong leadership, coordination, and communication skills.
  • Excellent understanding of

    water supply engineering, hydraulics, and construction practices

    .
  • Proven ability to manage large, multi-location infrastructure projects.
  • Strong knowledge of contract management (EPC / item-rate / design-build).
  • Ability to prepare and review technical reports and presentations.
  • Proficiency in MS Office; familiarity with project management and engineering software is desirable.
