Operations
- Create scheduled preventive maintenance Plan & Manage scheduled preventive and lead breakdown maintenance-related activities, and projects within the capex budget.
- Lead Implementation of Asset Integrity and Process Safety policy in the Plant including the agreed Asset Integrity Process Safety Policy
- Establish and manage Risk Based Maintenance as per LOBP Guidelines, supporting L-GAME approach or Journey to Excellence in the Plant
- Periodically review various engineering activities and encourage improvements in all aspects of engineering and maintenance execution.
- Assess, estimate and propose annual maintenance budgets for the envelope
- Ensure awareness and adherence of all globally driven maintenance standards and processes
- Ensure the sharing of best practices through the global engineering focal point
- Establish competence and successor planning for all related vacancies and staff
- Maintaining inventory of Engineering goods, equipment and supplies and coordinate with the procurement department to procure all engineering material as and when required by floating RFQ & Pos & RFIs as per procurement norms.
- Coordinating with architects and contractors to ensure that all the civil infrastructure are meeting as per statutory standards
- Ensuring timely inspections, calibrations and testing of all the engineering equipment, plant machinery, and utilities as per statutory requirements and WCM standards
- To ensure timely maintenance of all the production equipment and machinery to optimum utilization of the maintenance team to ensure a desired level of OEE.
- Identify and drive the elimination of process bottlenecks to ensure efficient, safe, and cost-effective maintenance activities/ projects.
- Implements Petronas Group or Country-specific recommendations, related to plant maintenance
- Closely monitor operating expenses related to function and ensure budget requirements are well within the limit.
- Engagement with a regional team of multidisciplinary engineering personnel to provide effective, efficient and economic maintenance support.
- Represent PLBP in Maintenance, Vendor Management and Supply Chain in capex-related matters to regional level.
Quality
- Implement and ensure a robust quality management system within the function in line with set quality standards.
- Adherence to Petronas PIAQA guidelines and customer standards to ensure the quality system meets the requirements of internal and external customers.
- Compliance with the my-Assurance audit plan to ensure effective and robust processes within the function.
- Ensure proper SOP/Work Instruction/Guidelines for every maintenance activity and ensure adherence to the same by employees of the department
HSSE
- Ensure and adhere to PETRONAS HSSE protocols in all production processes.
- Reporting of all HSSE Incidents, and non-compliance along with initial investigation, contribute to Root Cause analysis and Corrective/preventive action plan.
- Contribute to compliance of plants' HSSE plan for the respective year
- Asses and perform risk identification for any non-routine activities, like breakdowns, critical Maintenance activities etc.
- Monitor and execute effective Management of Change process (MOC) for any modifications and changes and required risk assessments, HAZOP, HAZID for the same & get required approvals including organizational change management
- Proactively manage all HSSE aspects of engineering activity execution and amongst team members and service providers specifically with LCMS and PTW processes.
WCM
- Implement effectively world-class manufacturing practices within the function as per Group WCM guidelines and initiatives from time to time.
- Address issues identified under WCM projects with a priority to improve OEE
- Effectively implement WCM practices for maintenance efficiency, asset integrity, cost optimization, continual improvement and organizational goal towards sustainability including a reduction in carbon footprint in all production processes.
People Management
- Work closely with cross-functional teams such as Production, Finance/costing & Process Control, Quality Control & Assurance, procurement and Contractors to ensure uninterrupted and efficient maintenance services.
- Collaborate with teams within the function to ensure effective communication, conflict management, and harmonious Industrial relations.
- Ensure continuous monitoring and frequent reviews of competency assessments within the function and ensure trainings identified are effectively imparted.
- Effectively implement R&R programs to continuously enhance the morale of people working within the function and encourage them to participate in various HSSE, WCM,& process improvement initiatives within all production functions.
- Effectively communicate consequence management guidelines within teams to ensure safe and discipline behaviour at the workplace in line with PETRONAS cultural beliefs.
Role & responsibilities
Preferred candidate profile
- Education- B.E. / B. Tech in Electrical/Instrumentation/ Mechanical Engineering
- Relevant Experience About 14-16 years in plant Engineering & Maintenance function of Chemical/Petrochemical/FMCG/Oil /Lubricant Industry. Experience in asset integrity, predictive Maintenance, projects, costing and budgeting will be an added advantage.
