Job Description

Role & responsibilities

To lead, manage, and oversee all civil works related to Railway Telecommunication projects, including Tower foundation, pile foundation for tower, civil structure manholes, chambers, telecom equipment buildings, and tower foundations, ensuring that the project is completed on time, within budget, and in full compliance with Railway,

RDSO, and safety standards.

1. Project Planning & Execution

• Prepare and execute the overall civil execution plan for OFC and telecom infrastructure.

• Supervise Tower foundation, casting, erection, pile foundation, manholes, building structure, chamber

construction, and reinstatement works.

• Oversee construction of telecom shelters, tower/pedestal foundations, and building modifications.

• Monitor daily progress and ensure adherence to RDSO, MORTH, and Railway Engineering standards.

• Plan manpower, machinery, and material deployment for efficient field operations.

2. Technical & Quality Management

• Review and approve technical drawings, route plans, and construction methodologies.

• Ensure quality assurance and control as per approved ITP (Inspection & Test Plan).

• Conduct and review field test results (e.g., cube testing, compaction tests, trench depth checks, SBC test, Water

test, material test etc).

• Ensure strict compliance with Railway specifications for Telecom towers and telecommunication related activity

under Kavach Project.

• Verify and approve As-Built documentation and ensure accuracy for final submission.

3. Coordination & Stakeholder Management

• Liaise with Railway Engineering, S&T, and Electrical departments for work permits, inspections, and

approvals.

• Coordinate with telecom and electrical teams for cross-functional work activities.

• Conduct progress review meetings with clients and report milestones, delays, and recovery actions.

• Manage relationships with stakeholders, vendors, subcontractors, and local authorities for smooth project

execution.

4. Cost, Resource & Risk Management

• Prepare and monitor project budgets, cash flow, and cost variance reports.

• Track material utilization and control wastage at site.

• Identify potential project risks (delays, design changes, ROW issues) and implement mitigation plans.

• Ensure timely preparation of joint measurement records, billing documents, and client certifications.

5. Safety, Environment & Compliance

• Ensure strict adherence to Railway and site safety protocols, including barricading, signage, and PPE

compliance.

• Monitor execution near live tracks and ensure coordination with Railway safety personnel.

• Implement environmental management plans and proper disposal of excavated material.

• Conduct regular safety toolbox meetings and site audits.

6. Documentation & Reporting

• Maintain daily progress reports (DPRs), site diaries, and project logs.

• Review and approve As-Built drawings, route maps, test certificates, and inspection reports.

• Provide weekly and monthly project updates to senior management and clients.

• Support preparation of completion and handover documentation.
