Job Description

The Manager of IT & Digital Systems is a responsible to design, implementation, and maintenance the IT policy keeping a strong focus on healthcare-specific technologies and digital transformation. This role is essential for ensuring the smooth operation of all technology systems, protecting sensitive patient data, and leveraging technology to improve patient care and administrative efficiency. Periodic technical upgradation and trainings will be a key part of this profile.

Key Responsibilities:

1. IT Infrastructure and Systems Management:

  • Design the hospital's entire IT infrastructure, including networks, servers, workstations, and all associated hardware and software.
  • Create and manage the IT budget, ensuring cost-effective and strategic allocation of resources.
  • Develop and maintain IT policies and procedures, including disaster recovery plans, data backup strategies, and security protocols.
  • Lead the hospital's digital transformation initiatives, including the implementation of new business applications, cloud services, and automation tools.
  • Monitoring of the day-to-day operations of all IT systems, including networks, servers, databases, and enterprise software (e.g., ERP, CRM).
  • Plan, coordinate, and execute system upgrades, migrations, and maintenance activities with minimal disruption to hospital operations.
  • Manage disaster recovery and data backup systems.

2. Digital Health System:

Implement and maintain digital platforms such as:

  • Hospital Information System (HIS)
  • EMR/EHR specific to ophthalmology
  • Appointment scheduling & patient portals
  • Diagnostic imaging systems (OCT, fundus cameras, etc.)
  • Ensure seamless data flow between departments OPD, diagnostics, pharmacy, labs, and billing.
  • Integrate third-party tools or software (e.g., teleophthalmology, AI-based retinal analysis).

3. Cybersecurity and Data Privacy:

  • Ensure the security and integrity of all IT infrastructure and data through the implementation of robust cybersecurity measures.
  • Implement and enforce robust security protocols to protect sensitive patient information (e.g., HIPAA compliance). This includes measures to prevent data breaches and cyber-attacks.
  • Conduct regular security audits, vulnerability assessments, and develop disaster recovery and data backup plans.

4. Digital Transformation and Innovation:

  • Develop and implement a long-term digital strategy for identifying integrating new technologies to improve patient care, operational efficiency and organizational performance.
  • Lead initiatives for paperless workflows, digital patient communication tools and digitization of legacy systems.
  • Promote AI/ML tools in diagnostics (e.g., diabetic retinopathy screening).

5. Vendor and Budget Management:

  • Manage relationships with software and hardware vendors, negotiating contracts and ensuring service level agreements are met.
  • Assist in developing and managing the IT budget, ensuring cost-effective resource allocation.

6. Training and Support:

  • Lead, mentor, and manage a team of IT professionals (e.g., system administrators, help desk technicians, developers).
  • Train medical and admin staff on IT systems usage.
  • Train and develop the hospital staff (IT & Non IT) with the new technological upgradations on regular basis.
  • Design and implement the training of IT Policy and user guidelines to the new joiners and the existing employees as per the training plan.

7. Team Leadership & Development:

  • Conduct regular performance reviews and provide opportunities for professional growth and skill development.
  • Foster a collaborative and high-performance team environment.
  • Manage third-party service providers, consultants, and software vendors.
  • Control IT budgets, procurement, and licensing.

8. Governance, Risk & Compliance

  • Ensure compliance with data privacy laws, IT security standards, and internal audit requirements.
  • Develop IT policies, SOPs, and governance frameworks.

9. Project Management:

  • Lead IT projects from conception to completion, including scope definition, resource allocation, and budget management.
  • Ensure projects are delivered on time and within budget while meeting business requirements.
  • Communicate project status, risks, and challenges to stakeholders and senior management.
  • Implement a structured project management methodology (e.g., Agile, Waterfall) as appropriate.

10. User Support & Service Delivery:

  • Oversee the IT help desk function, ensuring timely and effective resolution of user support tickets.
  • Develop and implement training programs to improve user adoption of new technologies and systems.
  • Maintain a high level of user satisfaction by providing excellent customer service.

11. Deliverables and Accountability:

  • IT Systems are enhanced and improvised on a continuous basis.
  • Integration of the software in the system for medical and administration activities
  • Technological upgradation on a regular basis.
  • Technical support, user trainings and guidelines for the staff.
  • Data Security, data backup, server management and IT asset management.
