Job Description

Sr. Accounts Officer / Associate Finance Manager / Finance Manager

  • Role & Responsibilities

    : The position will head the Finance & Accounts Division of the State branch and oversee operations across the state as detailed below:
  1. Financial Systems:

    1. Ensure accurate and timely accounting and maintenance of books of accounts of the State branch in accordance with the organisational systems and guidelines.
    2. Efficient management of funds of the State branch.
    3. Ensure compliance with organisational policies, procedures, and guidelines related to finance and accounting systems.
    4. Ensure compliance with the terms and conditions related to financial or accounting procedures of the sponsoring agency/guidelines as stipulated in agreements, MoUs or other project documents.
  2. Finalisation of Accounts:

    1. Scrutinise ledger accounts and take corrective actions as needed.
    2. Allocate unallocated expenses appropriately.
    3. Prepare utilisation certificates for projects.
    4. Prepare the State Unit Balance Sheet and Income & Expenditure Statements.
  3. Audit:

    1. Ensure planning for internal and statutory audits is in place, that they are conducted regularly, and that audit observations are complied with
    2. Conduct any special audits as required, following established guidelines.
    3. Submit timely financial reports to statutory authorities, government agencies, management, sponsors, project leaders, and the head office.
    4. Ensure internal checks and controls are established and maintained.
  4. Statutory Compliances:

    1. Submit timely financial reports to statutory authorities, government agencies, management, and sponsors.
    2. Ensure compliance with internal guidelines and standing orders.
  5. Management Information System (MIS):

    1. Submit financial MIS reports in accordance with the procedures laid down by the organisation, ensuring timeliness and accuracy.
  6. Budget and Budget Monitoring:

    1. Compile and check organisational and project budgets in alignment with the work plan submitted by technical and other teams.
    2. Prepare and submit the Budget-Actual-Variance statement for organisational and project budgets.
  7. Others:

    1. Purchase Committee:

      As a member of the Purchase Committee, ensure procurement systems are followed according to organisational norms.
    2. Staff Welfare Committee:

      As a member of the Staff Welfare Committee, ensure that staff welfare-related facilities are provided in accordance with organisational norms.
    3. Management Committee:

      As a member of the Management Committee, provide inputs for efficient State branch operations.
    4. Investment Committee:

      As a member of the Investment Committee, prepare proposals, conduct meetings, and prepare minutes of meetings for submission and review as per the delegation of authority.
    5. Liaison:

      Liaise with banks, government departments and sponsors as required.
    6. Other assigned work:

      Undertake any other tasks assigned by the senior management of the Organisation.
  • Qualifications, Skills, Experience, Competencies:

  1. CA / CA-Inter / ICWA / ICWA-Inter.
  2. 5 7 years of domain experience.
  3. 3 years hands-on experience in ERP software.
  4. Proficient in MS Office (Word, Excel, Power Point).
  5. Well conversant in English and Hindi.
  6. Proactive approach to work, good follow-up and follow-through.
  7. Open to learning, assimilating and adopting new and emerging developments.
  8. Good interpersonal communication, people management and networking skills.
  9. Ability to lead a team of 8-10 persons.
  10. Any other qualification as per relevance and experience may also be considered.
  • This position shall report to the State Head Bihar with functional reporting to the Regional Finance I/C.

    Sr. Project Officer / Associate Programme Manager Monitoring & Evaluation (Technical)

    • Base location

      : Pune, Maharashtra
    • Role

      : To oversee and monitor that the projects in BAIF, BISLD are implemented / managed properly adhering to the laid down systems, processes, plan and the desired level of quality outputs, outcomes and impact are achieved.
    • Responsibilities

      :
    1. Look into efficient implementation and management of projects to enable achievement of stated / planned objectives within time frame, in a cost-effective way.
    2. Facilitate the project teams and build their capacities to achieve the project results with desired quality.
    3. Organise integrated physical financial audits in coordination with the other member/s of CMVC.
    4. To ensure due diligence in respect of all major on-going and upcoming projects.
    5. Undertake field visits to project locations as part of monitoring and evaluation.
    6. Interact with stakeholders for their feedback and perception about the projects.
    7. Assess extent of risk in different aspects of the projects.
    8. Provide feedback / suggestions to the Management and project team for improvements, efficiency parameters, risk management, corrective steps and preventive measures.
    9. Compile report within a week after the visit and share with the State teams and Management.
    10. Review the compliance submitted by the project teams and follow-up on adoption of feedback / suggestions.
    11. Guide the documentation processes for the best practices and lessons learnt.
    12. Any other responsibility pertaining to CMVC as entrusted by the Management.
    • Qualifications, skills, experience, competencies

      :
    1. Post-graduate degree / diploma in Rural Management, Social Work, Development Management, Program Evaluation, Agriculture Science, Veterinary Science, Development Economics, Social Science
    2. Well conversant in English and Hindi
    3. Strong knowledge and understanding of monitoring and evaluation concepts, analytical skills.
    4. 4-5 years domain experience
    5. Proactive approach to work, good follow-up and follow-through
    6. Open to learn, assimilate and adopt new and emerging developments
    • Remuneration

      : As per organisational policy.
    • Additional information

      :
    1. Work area will cover travel across the 17 operational States of BAIF, as part of M&E visits to the projects. There shall be occasional visits to other program States for meetings, orientation, review, etc.
    2. Visits to project locations shall cover 15-20 days of a month.
