Role Purpose:
The Project Controls Lead for PT&D is responsible for overseeing and managing all aspects of project planning, scheduling, budgeting, and performance tracking to ensure the successful execution of transmission and distribution projects. The role involves establishing robust control mechanisms, optimizing resource allocation, and maintaining alignment with organizational goals. This position also ensures compliance with financial and contractual obligations while proactively addressing risks to maintain project timelines and profitability.
Job Responsibility:
AOP Development & Tracking
- Develop the Annual Operating Plan for PT&D projects in coordination with project teams, finance, and leadership
- Ensure alignment of project budgets with overall business objectives and financial targets
- Ensure the monitoring of actual financial and operational performance against the AOP
Project Planning & Scheduling
- Develop and maintain an Integrated Master Schedule covering EPC and long-term O&M phases
- Track execution timelines for substation construction, transmission line erection, and commissioning
- Identify critical path delays and deploy mitigation strategies (e.g., rerouting, resource reallocation)
- Ensure schedule alignment with regulatory approvals, grid synchronization timelines, and power purchase agreement (PPA) obligations
Cost Control, Budget Management, Billing review and reconciliation
- Define and monitor cost baselines for materials, labor, and equipment, ensuring budget adherence while maintaining quality standards
- Monitor CAPEX utilization for transmission assets, including civil works, towers, substations, and cable laying
- Track OPEX trends for operational assets, including maintenance, manpower, and grid stability costs
- Ensure cost alignment with BOOT model financial structuring, factoring in debt servicing and tariff recovery schedules
- Manage change orders and claims for variations in material costs, weather-related delays, or contractor disputes
- Oversee billing and reconciliation during the concession period, ensuring alignment with contractual payments, rebates, and penalties
- Track amounts due, verify invoices, and reconcile revenue against availability-based incentives (as per CERC Guidelines) to ensure financial accuracy and compliance
Execution Monitoring & Performance Tracking
- Oversee site-level execution for transmission line and substation projects, ensuring productivity and work front readiness
- Implement Earned Value Management (EVM) metrics (CPI, SPI) to assess EPC efficiency and O&M cost-effectiveness
- Ensure quality and safety compliance per Authority guidelines, grid codes, and regulatory standards
- Conduct periodic reviews on asset performance, tracking transmission losses, downtime, and energy evacuation efficiency
Risk Management & Mitigation
- Maintain a live risk register with execution risks (right-of-way issues, land acquisition delays, contractor performance) and operational risks (grid stability, downtime, equipment failures)
- Implement contingency planning for force majeure scenarios, including adverse weather, policy changes, and demand fluctuations
- Ensure contractual risk management with EPC vendors, O&M service providers, and regulatory bodies
Stakeholder Reporting & Coordination
- Develop real-time dashboards tracking project progress, cost, and operational performance using Power BI, SAP, or Primavera Analytics
- Provide monthly execution and financial reports for senior management, lenders, and regulatory authorities
- Coordinate with Finance BP to align project controls data with financial modeling, capital planning, and debt servicing timelines
- Support investor and regulatory reporting on asset availability, transmission losses, and grid reliability KPIs
Qualifications
- Bachelors degree Electrical / Civil / Mechanical Engineering or a related field
- Masters degree in Project Management, Construction Management, or Business Administration (preferred)

Experience
- 14-22 years of experience in Project Controls, AOP Development, Scheduling, and Cost Management
- Prior experience in PT&D projects/ EPC industry is preferable
