Job Title: I-STEM Development and IT Manager Reporting To: Chief Operating Officer (COO) Location: IISc, Bengaluru Employment Type: Full-time About I-STEM: Indian Science, Technology and Engineering facilities Map (I-STEM) is a dynamic and interactive national portal, which hosts various scientific programs, initiated by office of the Principal Scientific Adviser, Govt. of India. The main objective of having this portal (developed using public fund) is to provide support to needy researchers in different ways and strengthen the R&D ecosystem to fulfil the necessity of people of the country. Website Address: https://www.istem.gov.in Position Overview: We are looking for an experienced and highly skilled I-STEM Development and IT Manager to lead and manage the development of the I-STEM portal and related IT infrastructure. The successful candidate will collaborate closely with external vendors, the I-STEM team, QA teams, and other key stakeholders to ensure smooth execution of API integrations, cloud activities, and overall system development. The individual must have at least 10 years of experience in IT development and management and possess the ability to work independently, overseeing the technical aspects of I- STEM projects. Key Responsibilities: Vendor Management: Work closely with external vendors to oversee the development, enhancement, and maintenance of the I-STEM portal. Ensure that all deliverables meet project timelines, quality standards, and cost-efficiency requirements. Collaboration with QA & UAT: Coordinate with external QA teams to ensure the effective execution of quality assurance and user acceptance testing (UAT) for the I-STEM portal. Address any issues during testing and collaborate with the I-STEM team to ensure timely resolutions. ¢ ¢ ¢ ¢ API Integration Coordination: Manage API integration activities with internal and external stakeholders, ensuring effective communication and smooth integration of systems and data across the portal. Troubleshoot and resolve any integration-related challenges. Cloud Infrastructure Management: Collaborate with the National Informatics Centre (NIC) team on cloud-related activities, including deployment, optimization, and ongoing management of the portals cloud infrastructure. Stakeholder Coordination: Liaise with internal teams and external stakeholders to ensure effective communication and project execution. Provide regular updates on project progress, milestones, and any challenges that arise. Team Leadership: Lead a small team, consisting of a Vendor Manager and a QA & Integration Specialist. Provide mentorship, support, and ensure alignment with organizational goals while driving project completion. ¢ ¢ Project Management: Oversee the entire lifecycle of the I-STEM portal development, from planning and design through implementation, ensuring that projects are delivered on time, within scope, and in line with organizational objectives. Independent Handling: Exhibit the ability to independently manage multiple complex tasks and projects while maintaining accurate documentation and clear communication with the COO and other senior leaders. Qualifications and Requirements: ¢ MTech & Pd.D. with minimum 10 years of experience or B. Tech /BE with minimum of 15 years of experience in IT development and management, with a proven track record of successfully leading complex IT projects (Portal development). ¢ ¢ ¢ ¢ ¢ ¢ Strong expertise in portal development, API integration, and cloud infrastructure management. Extensive experience working with external vendors, managing end-to-end development processes, and coordinating cross-functional teams. Hands-on experience with cloud platforms, particularly in collaboration with NIC or similar government entities. Excellent communication and interpersonal skills, with the ability to work effectively across teams and stakeholders. Proven ability to manage multiple priorities and meet deadlines without compromising quality. Strong analytical and problem-solving skills, with the ability to tackle technical challenges and drive solutions. Desired Skills: ¢ Knowledge of software development methodologies (particularly for portal development) and frameworks. ¢ ¢ Familiarity with project management tools, frameworks, and best practices. Previous experience working in government or large-scale national initiatives is highly desirable. Remuneration: ¢ Salary will be paid as per IISc, CeNSE norms Working Environment: The role requires close coordination with various teams and stakeholders, including external vendors, QA teams, and internal I-STEM teams.
