About the Role



Project Title: Rapid Visual Screening (RVS) and Safety Audit of 12 Hospitals (District Hospital of each of the 12 districts of Himachal Pradesh).


Specific Objectives:

1. Assess the structural and non-structural safety of selected hospitals through standardized

methodologies

2. Develop contextualised, actionable Hospital Disaster Management Plans

3. Build sustainable capacity among government officials to independently conduct hospital safety

assessments

4. Enhance emergency preparedness through practical simulation exercises

5. Strengthen psychosocial support capabilities for emergencies

6. Promote a culture of safety across the healthcare system


Key Responsibilities

  • Conduct a comprehensive Rapid Visual Screening of the 12 District Hospitals using standardised protocols
  • Assess structural safety, including foundation, load-bearing elements, roof systems, and overall structural integrity
  • Evaluate non-structural elements, including architectural components, critical medical equipment, utilities, and lifeline systems
  • Assess functional aspects, including emergency access, evacuation routes, fire safety systems, and emergency power backup
  • Conduct geotechnical and site-specific hazard assessment where necessary
  • Identify critical vulnerabilities and prioritise them based on risk levels
  • Provide detailed assessment reports for each facility with photographic documentation
  • Recommend immediate, short-term, and long-term mitigation measures


Essential Qualifications & Experience

  • Master's degree in Disaster Management, Environmental Science, Engineering (B. Tech minimum) or a related field with a minimum of 5 years of experience to lead the training and development of Hospital DM Plans.


Preferred Attributes

  • Prior experience in implementing Hospital Safety Programmes and in developing contextualised, actionable Hospital Disaster Management Plans
  • Training of Trainers (ToT) for Government Officials

Experienced in -

  • Sendai Framework for Disaster Risk Reduction 2015-2030
  • National Disaster Management Plan (NDMP)
  • National Health Policy priorities
  • Sustainable Development Goals (SDG 3: Good Health and Well-being; SDG 11: Sustainable Cities and Communities)


Contract Terms

  • Location: Project execution from Himachal Pradesh, with regular travel to 12 districts.
  • Duration: 9 Months
