Qualification required:
i)Postgraduate degree in Data management / Statistics / Management or related field ii)Degree/ Diploma holder in civil engineering (preferable) - Minimum 7 years experience in development planning, preferably in rural health and education.
- Demonstrated expertise in infrastructure planning, costing, and government scheme convergence.
- Proven track record in community engagement and participatory planning.
- Strong analytical, writing, and presentation skills
The
Nayee Disha
initiative aims to address critical gaps in health and education services across 10 panchayats in Thawe and Gopalganj blocks of Bihar. The intervention seeks to overcome challenges posed by high migration, socio-economic inequalities, and inadequate service delivery by strengthening community outreach, improving infrastructure, and fostering local ownership. The DPR will form the foundation for a three-year comprehensive intervention plan, aligned with government schemes and community priorities.
Rationale for DPR Development
Preliminary landscaping and community consultations have revealed:
a. Significant infrastructure deficits in schools, health facilities, and community spaces.
b. Limited availability of equipment, diagnostic tools, and digital infrastructure.
c. Need for structured capacity building of Panchayati Raj Institutions (PRI), frontline workers, and community members.
d. Untapped potential of existing community platforms (e.g., youth clubs, School Management Committees) for monitoring and ensuring quality.
The DPR will provide an evidence-based roadmap for integrated infrastructure and programmatic interventions over three years, ensuring sustainability through convergence with relevant schemes.

Objectives
The consultant will: a) Conduct comprehensive assessment of needs covering infrastructure, equipment, human resources, and community engagement based on primary and secondary data provided by the team of PCI India. b) Recommend priority interventions with clear phasing over three financial years. c) Develop infrastructure development plan with phased procurement schedules, technical specifications, and indicative budgets. d) Outline capacity building strategy for stakeholders and community platforms. e) Establish a monitoring & quality assurance framework using community platforms 4. Scope of Work
a. Rationale & Needs Assessment
Mapping existing facilities, resources, and service delivery gaps in health and education. Identifying socio-cultural and governance factors influencing access. b. Infrastructure Planning Propose infrastructure improvements at Anganwadi centers, schools, health sub-centers, youth clubs, and community gathering places. BOQ (Bill of Quantities) with year-wise targets for three years.
c. Equipment & Tools Requirement
Identify essential diagnostic, educational, and ICT tools. Provide technical specifications, indicative costs, and procurement plan.
d. Capacity Building Framework
Suggest training needs for PRIs, frontline workers, and teachers.
e. Activation of Existing Community Platforms
Strengthen youth groups, and SMCs for monitoring, grievance redress, and quality assurance.
f. Financial & Implementation Plan
Prepare a three-year budget with Capex & Opex break-up.

Deliverables
a) Inception Report methodology, work plan, and data collection tools. b) Infrastructure & Resource Mapping Report gaps and opportunities. c) Draft DPR with thematic and infrastructure recommendations, budget, and phasing. d) Final DPR incorporating stakeholder feedback, complete with technical annexures.
