BILLING ENGINEER Roles and Responsibility : Billing is the documentary aspect of the work done, through which payments will be made to the person concerned within the contract and accountable to finish the work. Incomplete billing will cause losses to the contractor or the client. Hence, bills are to be excellent and obvious at any stage of the work. Bills from the work sites are to be prepared in a standard printed format. Billing engineers maintain and balance the income generation and advancement of any project at the sites by observing the work from the workplace itself. Billing engineer plays a very important role with the budgeting records of a project throughout execution. The most important role of a billing engineer is to create every kind of bill like R.A bill, Advance bill, cash bill, and final bill. He must know estimation and costing, BBS (Bar Bending Schedule), Rate analysis, Labour and machinery analysis which enables him to carry out billing works at a different stage of construction with proper efficiency and accuracy. Prepare quantity sheet from onsite data & drawings. Prepare bill of quantities (BOQ) & bills with item rates from tender. Prepare & process subcontractor bills. To take the measurement from the site engineer. To get work done as per the protocol of the company. To follow up on the accounts department for payment. Review the quantities item listed. Checking and certification of bills and invoices from vendors and contractors. Checking measurements. Bill certification. Should be good in MS Excel and MS word. Preparing reconciliation statements. Analysis of construction material. Analysis of variation claims by contractors /vendors and closing of the same. Bill certification. Check bills raised by the contractor. Job Summary Manage all costs relating to projects from initial calculations to final figures. Manage project budgets; minimise costs to enhance value for money. Monitor, control and forecast monthly expenditures and work progress. Maintain documentation BOQ, work orders, tender documents, etc. Work closely with all the stakeholders in a project to ensure project completion within the stipulated budget without compromise on quality. Responsibilities 1. Preparation of pre-contract cost estimates and BOQ based on tender drawings and documents. 2. Use rate analysis to determine unit costing and in cost estimations. 3. Ensure accurate measurement and keep track of variations. 4. Capture all additional costs arising due to changes in work. 5. Evaluate and recommend sub-contractors interim and final claims. 6. Resolve any billing related issues or disputes. 7. Ensure all internal teams and sub-contractors comply with documentation requirements. 8. Maintain library of rates for construction material, labour wages, etc. 9. Provide expert advice on procurement and cost-saving measures. 10. Ensure budget, estimate and cost related document control in the project. Requirements – 1. A QS professional with 4 to 6 years of sound experience in QS and Estimation. 2. Relevant experience of working in construction and interior fit-out projects. 3. Knowledge of construction methods and technology. 4 Good understanding of general contracting, design-build, package contracting and lumpsum in commercial fit-outs, residential, hotel or retail projects. 5. Proficient in Autocad and advanced MS-Excel. 6. Familiarity with market rates. 7. Tech-savvy, self-starter with high integrity and strong interpersonal skills.
