Senior QS And Billing Engineer

Job Summary:

The Senior Billing & QS Engineer will be responsible for managing all aspects of quantity surveying, billing, and cost control activities at the project site. The role involves preparation, verification, and certification of contractor/subcontractor bills, client billing, and ensuring accurate measurement and cost tracking for highway and bridge construction works.

Key Responsibilities:

1. Billing & Documentation:

• Prepare and submit monthly client bills as per contract terms and site progress.
• Verify subcontractor and vendor bills with supporting measurements and drawings.
• Maintain systematic records of RA bills, measurements, and supporting documentation.
• Liaise with client representatives for bill certification and approval.

2. Quantity Surveying & Estimation:

• Conduct detailed quantity take-off from drawings for all civil, structural, and bridge works.
• Prepare and maintain BOQ (Bill of Quantities) and work progress reports.
• Prepare rate analysis, cost estimation, and variation claims / Change of scope.
• Ensure compliance with contract specifications and drawings.

3. Cost & Budget Control:

• Track project costs against budgets and prepare cost variance reports.
• Identify areas of cost savings and alert the management for corrective actions.
• Support in preparation of cash flow and project financial projections.

4. Contract & Coordination:

• Review contract agreement, drawings, and specifications for billing implications.
• Support the Contracts team in claim preparation and dispute resolution.
• Coordinate with Planning, Procurement, and Execution teams for billing data and progress tracking.
• Attend client and consultant meetings regarding billing and quantity issues.

5. Quality & Compliance:

• Ensure all measurement and billing activities comply with company and client standards.
• Maintain documentation for audits and contractual compliance.

Required Skills & Competencies:

• Strong knowledge of

  Latest MORTH specifications

  & standards including competition of rate analysis through MORTH standard data book.
• Hands-on experience with

  Highway, Major & Minor Bridge (Flyover, ROB, VUP,LVUP), Culvert / Drains, and road work billing.

• Proficiency in

  AutoCAD, MS Excel, MS Project and MS Office, Road Estimator;

  knowledge of

  ERP systems

  preferred.
• Good analytical and numerical ability.
• Excellent communication and coordination skills.
• Detail-oriented and capable of working under tight deadlines.

Educational Qualification:

• B.E / B.Tech in Civil Engineering

  (Mandatory)

• Diploma in Civil Engineering

  (with relevant experience may be considered)

Preferred Experience:

• Minimum

  3 to 10 years

  of experience in

  Billing and QS

  for

  Infrastructure projects (Highway / Bridge).

• Experience in

  EPC / HAM. BOQ basis project under NHAI /MORTH/ State Highway Department

  will be an added advantage.
