The City Data and Analytics Platform (CDAP) is a flagship initiative that enables governments to access, integrate, and use data for better decision-making, planning, and monitoring across urban departments and cities.
The Senior Associate Data Science will play a pivotal role in advancing the City Data and Analytics Platform (CDAP) and broader data-driven initiatives at Janaagraha. The position focuses on high-quality data engineering, advanced analytical modelling, geospatial integration, and the creation of actionable insights for urban governance decision-making. The role requires both technical expertise and stakeholder-facing skills to collaborate closely with government partners, research entities, and internal teams.
KEY RESPONSIBILITES
CDAP Development, Data Engineering, and Analytics
- Lead high-quality sourcing, cleaning, standardization, and integration of multi-format datasets, including spatial, administrative, survey, and other forms of data.
- Architect, implement, and optimise automated ETL (extract-transform-load) pipelines, APIs, and secure data workflows.
- Perform advanced statistical modelling, machine learning, and geospatial analytics to generate actionable insights on urban performance.
- Develop high-impact data visualisations, dashboards, and exploratory interfaces.
- Contribute to platform data governance frameworks, including quality assurance, metadata management, SOPs, and documentation.
- Lead the development of CDAP s data architecture and quality frameworks, including automated data validation, metadata generation, dataset lineage tracking, and cataloguing systems to ensure compliance with data governance, interoperability, and open data principles.
Research and RMEL Support
- Lead quantitative analysis supporting applied urban research and program evaluations.
- Co-author publications, analytics notes, and insight products that strengthen Janaagraha s evidence base.
- Design and test analytics prototypes and use cases that demonstrate improved decision-making for urban governance.
Stakeholder Engagement and Collaboration
- Represent data science perspectives in government engagements, discussions with sectoral experts, and collaborative technical working groups.
- Translate stakeholder needs into analytical and data engineering solutions, including user-driven enhancements to CDAP features and analytics.
- Support trainings, presentations, and knowledge partnerships to improve data literacy and ecosystem readiness.
Organisational Data Maturity
- Contribute to institutional data ethics, access management, security, and responsible data-use guidelines.
- Manage and mentor junior data team members, and provide review and quality assurance for analytics output.
QUALIFICATIONS AND EXPERIENCE
- Master s degree in Data Science, Computer Science, Economics, Urban Analytics, Statistics, or related fields.
- Minimum 4 6 years of professional experience in data science, analytics, or data engineering roles.
- Prior work with large-scale public datasets, geospatial data (GIS), or urban governance-relevant data.
- Strong command over Python and SQL for data wrangling, modelling, and automation.
- Experience with geospatial tools such as QGIS, PostGIS, Mapbox, or ArcGIS.
- Familiarity with cloud data architectures, version control, and reproducible workflows.
- Dashboard and visual analytics experience (Power BI, Tableau, or equivalent).
- Exposure to public policy or urban development domains.
- Experience in experiment design, causal inference, or impact evaluation analytics.
- Proficiency in spoken and written English; Hindi and other vernacular languages an advantage
