Safety Officer

Role & responsibilities

1. Pre-Work Safety Planning

• Review and verify Job Safety Analysis (JSA), Method Statement, and Risk Assessment for light installation activities.
• Ensure availability and inspection of all required tools, ladders, platforms, PPE, and electrical safety equipment.
• Confirm that the Electrical Isolation/LOTO procedures are followed before starting work.
  

2. Site Inspection & Monitoring

• Conduct site walk-downs for identifying unsafe conditions related to wiring, cables, elevated work areas, and lighting fixtures.
• Ensure proper scaffolding or ladders are used with firm footing and correct angle.
• Verify that the work area is properly barricaded to prevent unauthorized access.
  

3. Electrical Safety Compliance

• Ensure no live electrical work is carried out without proper isolation.
• Check continuity, grounding, and insulation of cables before installation.
• Inspect portable tools (drill machines, testers, insulated tools) for defects before use.
• Monitor extension boards, connectors, and eliminate chances of short circuits.
  

4. Working at Height Safety

• Ensure use of full-body harness, fall arrest system, and double lanyard while working on poles, ladders, or elevated platforms.
• Verify safe setup of ladders with correct height, angle (4:1 rule), and top support.
• Ensure proper scaffold platforms with guardrails, toe boards, and access ladders.
  

5. PPE & Tool Safety

• Ensure workers use appropriate PPE: Helmet, Gloves, Safety Shoes, Reflective Jacket, Safety Goggles, and Harness.
• Ensure tools (insulated screwdriver, pliers, cutters) are used safely and properly maintained.
• Maintain tool-box inspection register.
  

6. Permit-to-Work (PTW) Control

• Coordinate with electrical and civil teams for PTW clearance.
• Verify compliance for Hot Work, Electrical Work, Height Work, and Shutdown permits.
• Ensure LOTO tagging and padlocks are correctly placed and recorded.
  

7. Material Handling & Installation Safety

• Monitor safe handling of lighting fixtures, brackets, poles, LED fittings, and cables.
• Ensure correct lifting and anchoring methods are followed during pole or high-mast installation.
• Prevent overload on circuits and check proper routing of cables.
  

8. Fire Safety & Emergency Preparedness

• Verify placement of fire extinguishers (CO/ABC type) near electrical work.
• Ensure emergency contact numbers and evacuation plans are communicated to the team.
• Conduct mock drills and ensure first-aid kit availability.
  

9. Training & Awareness

• Conduct daily toolbox talk focusing on hazards related to electrical work and working at height.
• Provide instruction on proper use of ladders, tools, and PPE.
• Ensure new workers receive site safety induction.
  

10. Incident Prevention & Reporting

• Report and investigate any near-miss, unsafe act, or unsafe condition.
• Maintain records of inspections, observations, and corrective actions.
• Coordinate with the clients HSE team for hazard closure and improvement plans.
  

11. Coordination & Documentation

• Submit daily safety reports, checklist updates, and progress notes to the client.
• Maintain PTW, LOTO logs, ladder/scaffold inspection records, and PPE issue records.
• Communicate with supervisors and electricians regarding safety requirements.
