QS & Billing (Civil)

Purpose/Objective

Manage billing, quantity estimation, reconciliation, contract administration including variation / change orders, analysis of rates, financial control mechanisms, physical quantity verification and compliance

Key Responsibilities of Role

Strategic:

• Study contract document, scope, bill of quantities, financial and commercial terms.
• Derivation of quantities of material and activities with detailed measurement book.
• Preparation of bar bending schedules and MEP quantities take off.
• Checking and certification of bills and invoices from vendors, contractors & Consultants.
• Physical Inspection and Verification of Works Measurements at site and coordination with execution team/Design Team/Liaison Team .
• Ensures statutory, quality and safety related compliance as per contract and company policy and ensures raising debits accordingly.
• Should be well conversant with the mode of measurement as per IS Codes
• Analysis of variation claims by contractors /vendors/Consultants and closing of the same
• Prepare Cost estimation of project compiling the cost of Materials, Manpower, Equipment, Subcontracts, Overheads etc. required for the execution of the project.
• Preparation of work done statement against project scope.
• Material reconciliation, monitoring deviations, wastages, checking of bills & processing of bills.
• To support HOD/User department in billing & generating cost related reports and documentation

Operational:

• To co-ordinate with site planning & HO for QS & billing related activity and ensures timely closure of bills including follow up for payment to contractor/consultants.
• Review the progress of work done in respect of adherence to time schedules record all submittals of contractors /consultants.
• Creation of Service Orders based on approved NFA in SAP.
• Prepare detailed estimates and amendment / variation statement with analysis of rates.
• Ensure QA/QC of the execution work wrt laid down specifications and Quantity of work done and verify the same with actual bills.
• Checking measurements of works wrt project scope .
• Ensure all PO & SES are processed on time for final bill processing.
• Coordination with central QS for billing justification and audit of billing function.

Financial:

• Checking and certifying work done by contractors/consultants.
• Checking, certifying, and recommending payments related to services expenditure.
• Optimizing & controlling wastage of materials.
• Monitor design/construction activities/adherence to specifications/ implement system to control costs and recommend Costing Analysis

Qualifications and Experience

Education-

• B E / B Tech (Civil) /Diploma (Civil)

Experience / Areas of Specialization

• 07-10 years of experience
• QS & Billing, BOQ Preparation , Proficient in SAP & Good Knowledge of Processing Bills in SAP.
