MEPF Manager

Role Overview:

The MEPF Manager is responsible for overseeing the planning, design, coordination, installation, and maintenance of all Mechanical, Electrical, Plumbing, and Fire Protection systems for construction projects. This role ensures all MEPF works meet project requirements, design intent, local codes, and quality standards while being delivered on time and within budget.

The position involves close coordination with design architects and MEPF consultants, contractors, and project management teams to ensure all works are executed within approved budgets, timelines, and institutional quality standards.

Key Responsibilities:

1.

a) Lead MEPF design reviews, ensuring integration with architectural and structural elements.

b) Develop and monitor MEPF schedules aligned with the master project timeline.

c) Coordinate with consultants, contractors, and internal teams to resolve design and execution issues.

d) Review shop drawings, material submittals, and technical documentation for compliance with project specifications

e) Prepare detailed cost estimates, BOQs, and rate analyses for MEPF works as per the norms/IS Standards like Electrical, HVAC, Firefighting, Audio Video, BMS, CCTV, etc) installation, testing and commissioning activities.

f) Develop and update cost plans during various design stagesconcept, schematic, and detailed design.

g) Benchmark project costs against similar institutional projects for validation.

h) Conduct value engineering exercises to optimize cost without compromising functionality or quality.

2. Project Execution

a) Supervise on-site MEPF installation activities (internal and external infra works) to ensure adherence to approved drawings and standards.

b) Conduct inspections and testing of systems (HVAC, electrical, plumbing, fire protection, Audio Video, BMS, CCTV, etc).

c) Ensure proper implementation of quality assurance and quality control procedures.

d) Manage MEPF contractors progress, performance, and manpower deployment.

e) Monitor Installation, testing and commissioning of Indoor Sub-Stations, Electrical Panels & DG Sets,

f) Ensure factory inspections of Transformers, Electrical Panels (HT & LT), DG, AHU, FCU, Chillers, Lifts etc.

g) Excellent knowledge of High side and low side of plumbing works. Knowledge of STP and its different types of process, water hydrant system.

h) Supervise installation, testing, and commissioning of MEPF systems (HVAC, Electrical, Plumbing, Fire Protection, ELV systems, etc.).

i) Ensure compliance with local codes, green building norms, and international standards (NBC, NFPA, ASHRAE, IS codes).

j) Approve material submittals, method statements, and technical documents

3. Tendering and Procurement Support

a) Review of tender BOQS along with technical specifications and Drawings of MEPF works in line with requirements Prepare tender documents, including scope of works, technical specifications, and pricing schedules.

b) Support the evaluation of pre-qualification bids and tender submissions.

c) Analyse bid comparisons, recommend award of contracts, and assist in negotiation with vendors and contractors.

d) Maintain a structured tender database for future reference and institutional use.

e) Coordinate with external Architect, consultant, vendors and internal stakeholders and project team.

f) Handling Procurement as per project requirement including Tendering, Negotiating with bidders, preparation of cost plan at different stages.

4. Budget and Cost Control

a) Assist in preparing MEPF cost estimates, BOQs, and value engineering proposals.

b) Monitor MEPF-related expenditures and control variation orders.

c) Review contractor claims, variation orders, and Extension of Time (EOT) requests.

d) Certify interim and final bills of vendors / contractors in coordination with the project and finance teams.

5. Quality and Safety Compliance.

a) Ensure all MEPF works comply with local building codes, safety standards, and environmental regulations.

b) Coordinate with authorities for necessary permits, inspections, and approvals.

c) Implement QA/QC procedures for all MEPF activities.

d) Ensure strict adherence to HSE standards and site safety protocols.

6. Documentation and Reporting

a) Prepare weekly/monthly progress reports and dashboards for management review.

b) Maintain complete documentation of design revisions, approvals, and commissioning certificates

7. Skills and Competencies:

• Expertise in execution of MEPF works of large institutional project works, cost estimation, and tender management.
• Proficiency in AutoCAD, MS Excel (advanced), or similar software.
• Proficiency in English speaking and communication.
• In-depth understanding of CPWD specifications, DSR rates, and contract formats .
• Analytical mindset with strong attention to detail and numerical accuracy.
• Excellent written and verbal communication skills.
• Ability to handle and coordinate with external and internal stack holders and contractors (civil, MEP, finishing) simultaneously across project phases.

Preferred candidate profile

• Experience in educational, institutional, or campus development projects (IITs, NITs, IIMs, Central Universities, or large private institutions).
• Experience working with reputed PMCs, architects, or contractors such as CPWD, NBCC, L&T, or Tata Projects.

Qualification:

B.E./B.Tech in Electrical Engineering (MTech preferred).

Experience:

Proven experience in managing end-to-end MEPF packages exceeding 100 crore (or equivalent scale).

Strong understanding of integrated building services design and modern construction technologies (BIM, Revit MEP, etc.).

Excellent leadership, coordination, and communication skills.

Ability to handle multidisciplinary teams and deliver within time and cost targets.
