Roles & Responsibilities MEP QS & Billing Engineer

1. Quantity Estimation & Take-offs

• Prepare detailed quantity take-offs for Mechanical, Electrical & Plumbing works from drawings and specifications.
  
• Verify and validate quantities submitted by contractors or vendors.
  
• Support cost estimation and budgeting for MEP services.
  

2. Billing & Invoice Management

• Prepare and certify contractor running account (RA) bills based on work progress.
  
• Verify subcontractor bills with respect to BOQ, drawings, and site execution.
  
• Coordinate with site and finance teams to ensure timely bill submission and payment processing.
  

3. BOQ Preparation & Cost Control

• Prepare and update BOQs (Bill of Quantities) in line with project scope.
  
• Monitor cost against approved budgets and highlight deviations.
  
• Support value engineering exercises to optimize costs.
  

4. Rate Analysis & Tendering Support

• Perform rate analysis for new items and support tender evaluation.
  
• Assist in preparation of cost estimates during pre-tender and post-tender stages.
  
• Compare vendor quotations and support negotiation for MEP works.
  

5. Measurement & Documentation

• Conduct site measurements and verify physical progress against billed quantities.
  
• Maintain accurate measurement records, joint measurement sheets, and supporting documents.
  
• Ensure proper documentation of variations, change orders, and additional works.
  

6. Coordination & Reporting

• Coordinate with project, procurement, and planning teams for smooth billing operations.
  
• Prepare monthly cost and progress reports for management review.
  
• Assist in project closeout documentation and final billing.
  

7. Compliance & Quality

• Ensure all billing and QS activities comply with contract terms and approved drawings.
  
• Support audit and verification of MEP billing data.
