Job Description

Role & responsibilities

1. Bid Opportunity Identification

  • Track and identify tender opportunities from e-portals, subscription services, and information tools.

2. Initial Evaluation & Prequalification

  • Analyze tender scope and qualification criteria.
  • Prepare bid synopsis/appreciation note.
  • Compile and submit prequalification documents.
  • Coordinate with internal departments and JV partners (if any).
  • Review Detailed Project Reports (DPR) and verify BOQ alignment.

3. Tender Document Study & Strategy

  • Thoroughly study tender documents, scope of work, specs, and commercial terms.
  • Analyze risks, formulate qualification criteria, and assess technical and financial feasibility.
  • Prepare detailed Proposal Appreciation Notes covering all techno-commercial elements.

4. Risk Assessment & Competitor Analysis

  • Conduct SWOT and risk assessments related to contract terms, location, funding, and design.
  • Evaluate competitor landscape to aid bid/no-bid decisions.

5. Pre-bid Stage Activities

  • Prepare and submit pre-bid queries.
  • Conduct site visits for understanding project terrain, access, and resource availability.
  • Attend pre-bid meetings and prepare site visit reports/presentations.

6. Cost Estimation & Budgeting

  • Prepare BOQs and estimate material, manpower, and equipment needs.
  • Conduct rate analysis and vendor/sub-contractor negotiations.
  • Estimate direct and indirect costs including mobilization, overheads, insurance, and contingencies.
  • Plan equipment deployment and labor schedules.
  • Optimize pricing and prepare final cost sheet (Top Sheet).

7. Technical Proposal Preparation

  • Develop construction methodologies, site organization charts, and equipment lists.
  • Prepare construction programs and MS Project (MSP) schedules.
  • Create comparative statements for major cost elements.

8. Internal Coordination & Handover

  • Liaise with vendors, consultants, and internal stakeholders.
  • Attend post-bid discussions with clients.
  • Handover finalized tender package and cost data to execution/operations teams.

Preferred candidate profile

Candidates with the following experience will be given preference:

  1. Site execution experience
  2. Significant experience in the water supply sector
