Job Description Government Liaison Officer (Tenders & Approvals)

Department: Projects / Institutional Sales / Supply & Apply

Reporting To: Head – Projects / Sales Head / Managing Director

Experience: 2 –10 years in government liaisoning and tender management (preferably in construction, paints, or building materials sector)

Job Purpose:

To coordinate and manage all government-related activities including tender participation, registration, approvals, documentation, compliance, and maintaining effective relationships with government departments and public sector undertakings (PSUs) to ensure smooth business operations and growth.

Key Responsibilities:

  • Identify and monitor government tenders relevant to paints, coatings, and building projects.
  • Prepare, compile, and submit technical and commercial bids on time.
  • Coordinate with internal departments (Sales, Technical, Finance) for tender requirements.
  • Ensure prequalification and vendor registration in all relevant government departments, PSUs, and local bodies.
  • Establish and maintain strong relationships with officials in government departments, municipal bodies, PWD, CPWD, Defence, Railways, and other agencies.
  • Follow up on approvals, project status, and payment clearances.
  • Facilitate necessary licenses, certifications, and statutory permits related to product supply and execution.
  • Maintain updated records of registrations, vendor codes, GST, and statutory documents.
  • Ensure compliance with all government norms and procedures related to procurement and supply.
  • Prepare and submit reports, MIS, and tender trackers periodically.
  • Coordinate between government departments and the company’s internal teams for timely submission of required documents.
  • Follow up for work orders, contract finalizations, and payment collections.
  • Track new projects, tenders, and government initiatives where paints or coatings are required.
  • Provide inputs to management regarding new business opportunities in government and institutional segments.

Key Skills & Competencies:

  • Strong understanding of government tendering procedures and e-procurement portals.
  • Excellent communication and networking skills with government officials.
  • Proficiency in MS Office, GeM, and e-tendering portals.
  • Strong organizational and negotiation skills.
  • Knowledge of statutory compliance, documentation, and paint industry standards.

Qualifications:

Graduate in any discipline (preferably with background in Business Administration, Public Relations, or Engineering).

MBA or Diploma in Public Administration / Marketing preferred.

Performance Indicators (KPIs):

  • Number of tenders tracked and submitted.
  • Value of tenders won and orders secured.
  • Timeliness and accuracy of submissions.
  • Relationship quality and government network expansion.
  • Payment realization timelines from government department
