Role Details This is a Programme Operational Staff (POS) vertical position in Brooke Hospital for Animals (India), also known as Brooke India (BI). Purpose of the Role: Manage and lead Animal Health & Welfare (AHW) in BI and in addition take on Global responsibility associated and assigned. The role is cross cutting across all programs to keep AHW central to any planning, implementation and monitoring of projects. They will support the regional Heads of Programs (HsOP) in delivery of high-quality evidence-based work impacting on welfare of vulnerable working equids and owning communities in India. The area of responsibility shall be across all of BI operational areas. The position has a critical role in achieving Brookes vision of minimizing the pain and suffering of the working equines in areas of greatest need and achieving sustainable equine welfare in areas of work and improvising day-to-day program implementation effectiveness. They must ensure that Equine /Animal Welfare Projects (EWPs/AWPs) are adequately supported in maintaining & monitoring the quality of work in the spheres of AHW related activities and functionally lead the BIs veterinary/technical and welfare issues. Key Tasks and Responsibilities: Representing and supporting with Technical Stakeholders. Sharing and representing at various internal / external forums and events Be responsible and accountable for advising and building AHW capacity; monitoring impact using tools like the Animal Health Mentoring Framework (AHMF), Farrer Mentoring Framework (FMF), Compassionate Handling Mentoring Framework (CHMF) etc . Developing and leading high performing teams of in Veterinary, Animal health, Animal welfare, Training and Research functions. Mentor and guide BI staff in the organization by designing and delivering robust capacity building plan for all staff on AHW. Capacity building of EWP staff and support in clinical capacity enhancement of Community Local Health Providers, Farrier Champions and Local Street Farriers, Govt/Private vets through regular need assessment, training and monitoring. Provide technical support to the veterinary/ program teams on clinical care aspects including development/propagation of quality treatment protocols, essential medicine lists, assessment of drug efficacy, etc. Lead a team of veterinary specialists in their staff capacity building or staff skill enhancement activity. Represent and support communication with Technical Stakeholders. Liaison and effective relationship development Veterinary, Animal health, Animal welfare, Training and Research functions. Facilitating a culture of documenting and sharing organizational learnings in Animal Health, Welfare and Service Provision aspects to create and validate this evidence in wider academic arena in the country and internationally. Leading, managing and delivering change, transformation and continuous improvement of the Support to the EWP teams in monitoring and evaluation of various animal health and welfare interventions. Plan, compile, carry out and support research along with individuals and teams for further learning & skill enhancement on sustainable service provision. Support other functional teams at Resource Support Centre on day-to-day basis in overall program implementation, and perform such additional tasks as may be requested from time to time by SLT & CEO Qualitative requirements: The qualification, experience, skills and abilities and outlined below provide a summary of what is required to carry out this job effectively. Purpose of the Role: Senior Team Leader Program Finance plays a pivotal role within the Brooke and has specific responsibilities and an accountability to ensure that the charitys resources are managed to a high level and with the utmost propriety. He/she will also be responsible for assisting Head of Finance & People in developing and coordinating the strategic financial direction of the Brooke. The Senior Team Leader Program Finance is fully responsible for functioning of BI Finance and first level of audit BI Finance. The Senior Team Leader Program Finance will assist Head of Finance & People on all financial matters, managing negotiations and other appropriate relationships, including supplier/ customers and in particular be responsible for following: Work towards the achievement of the Brookes goals in the country/ regions of operation through effective financial management. Overall management of the Charitys accounts ensuring compliance and sound financial management of all income and expenditure both at the Brooke Headquarters, Zones and at Equine Welfare Projects (EWPs). To lead and manage the Finance Team. Provide financial guidance to the senior management team and other managers on financial matters including budgets, reporting, financial controls and finance systems. Establish and maintain a good working relationship with Finance Team. The role requires travelling to all project area of the organisation, including occasional international travel. Key Tasks and Responsibilities: Financial Control Ensure that rigorous financial control is applied throughout all Brooke operations, ensuring that appropriate policies, financial controls and procedures are in place to control expenditure and income. Ensure financial policy, systems and guidelines are disseminated, understood and adhered to by all units. Ensure the accuracy and relevance of the financial records. Monitor performance of any investments and cash deposits and ensure that the Brooke has adequate cash to meet its on-going commitments. Keep all financial systems under regular review to ensure the effective use of the available tools. Document and improve financial processes where appropriate to ensure effective use of resources and best practice. Develop financial reporting tools. Ensure appropriate and effective controls operate over all material and financial assets of all entities of the organisation. Checking of all payments/ vouchers before the competent authorities for their approvals. Statutory Accounts Prepare the annual statutory accounts ensuring they meet all statutory and best practice accounting requirements. Manage relationships with external auditors and ensure the audit and statutory accounts are completed in an efficient and timely manner and filed with the authorities on a timely basis. Ensure compliance with all relevant legislation and regulations, including completion of all tax returns. EWP Units/ Zonal Offices Advise, support and train the finance staff of Brooke India. Manage the internal audit of financial controls of the Brooke’s units. Ensure adequate financial monitoring of units, including reviewing of budgets and quarterly financial reporting. Assist in the set-up of new EWP unit. Document and improve financial processes of the Brooke’s units to ensure the effective use of resources and best practice. Visit units to provide support and guidance as required. Management information Manage all aspects of management reporting within the organisation and ensure accurate, timely and appropriate information, including management accounts, is delivered by the Finance Team. Manage the annual budget process including preparation of the budget pack. Prepare financial information to the Senior Management Team. Provide regular forecasts of income and expenditure to Head of Finance & People Provide advice to other departments on financial and tax issues. Provide ad-hoc management information to assist decision making People Management Management of the finance team as the line manager. Knowledge and practical experience of preparing Statutory accounts, budgets, management accounts and cash-flow forecasts. Experience of financial management of Units. Motivated, well-organised self-starting individual comfortable at multitasking. Excellent problem-solving skills. Ability to think strategically on financial issues and able to operate effectively as a member of a senior management team. Ability to provide support to non-financial management.
