As the Lead QA/QC Manager at IOCL Guwahati Refinery, your role will involve overseeing the implementation and management of Quality Assurance and Quality Control (QA/QC) processes for the project. Your responsibilities will include ensuring compliance with contract requirements, relevant codes, and industry standards in construction activities, materials, and workmanship. To excel in this position, you should hold a Bachelor's degree in Engineering, have a minimum of 15 years of construction experience, and at least 5 years of proven success as a QA Manager in the oil and gas sector. **Key Responsibilities:** - **Quality Assurance & Control Leadership** - Develop, implement, and maintain project-specific Quality Management Systems (QMS) and QA/QC plans aligned with client and regulatory requirements. - Oversee preparation, review, and maintenance of quality documentation including Inspection and Test Plans (ITPs), Method Statements, Quality Control Procedures, and final dossiers. - Lead and supervise all QA/QC personnel, organize inspections, delegate responsibilities, and ensure continuous team training and performance. - Conduct regular training for site engineers, supervisors, and workers to foster a robust quality culture. - **Inspection, Auditing & Compliance** - Ensure all inspection activities are conducted as per ITPs and hold/witness points are coordinated with client/consultant covering various stages. - Plan, schedule, and execute regular internal and external audits to verify compliance with QMS and contractual quality standards. - Identify, record, and resolve non-conformities, oversee timely implementation of corrective and preventive actions, and drive continuous improvement. - Supervise and coordinate the quality activities of subcontractors, vendors, and third-party inspectors to ensure compliance with project standards. - **Project Oversight & Reporting** - Track and report QA/QC progress and KPIs to project management and client representatives. - Ensure all testing is carried out as per procedure, reviewed, and documented before handover. - Prepare and assemble final quality documentation for project closeout including as-built records, test certificates, and warranties. - **Client and Stakeholder Coordination** - Interface regularly with client QA/QC representatives, EPC Consultants, and regulatory agencies. - Attend and contribute to project and quality meetings, actively managing quality-related risks and issues. - Support initiatives to advance quality performance and foster a right-first-time site environment. **Key Qualifications:** - Bachelors degree in Engineering (Mechanical or related discipline) - Minimum 15 years of experience in construction, with at least 5 years as a QA Manager on large-scale projects (preferably oil & gas or refinery) - Deep understanding of QA/QC processes, construction codes and standards (ASME, API, IS, ISO 9001), and strong documentation/auditing practices - Demonstrated ability to lead, mentor, and coordinate a multidisciplinary QA/QC team on site In this site-based, full-time leadership role, you will work closely with multi-disciplinary construction, QA/QC, and project management teams, as well as client representatives.
