Finance Specialist

Job Specifications:

1. Assist the Project Finance Expert in delivering the scope for financial management including:
2. Support the client for all contractor invoices and other due payments
3. Maintain and manage the contractor and consultant payment details and accounts
4. Ensuring proper updating of processes and financial details into the PMIS
5. Forecast future financial requirements for the overall program and guide the client in identifying source of funds
6. Develop and implement financial management plan for the program and ensure submission of required budget proposals
7. Develop a financial management manual for the program
8. Monitor the progress of financial management mitigation actions including in WB/ADBs program’s PAP and IFSA
9. Support the preparation of separate financial statements (interim and annual) for the program
10. Liaise with the auditors for the conduct of audit
11. Ensure compliance with financial management requirements of the program
12. Coordinate with the consultants engaged to support in implementing the FM reforms and addressing the backlogs of the client.
13. Support day-to-day accounting and maintain an up-to-date account of all expenses related to all projects
14. Implement regular audits across projects and deliver findings.
