Purpose of the Job:
This position will be responsible for all aspects to lead the utility engineering part of the Integrated PV Plant (Ingot, wafering, cell, module) with complete End to End utility project execution, Engineering, installation, commissioning and taking over the utility operations and maintenance subsequently. He needs to coordinate with Licensor/ EPC supplier/ Consultant/ Engineering team / Equipment Vendor / Raw materials vendor and lead the whole utility team for timely completion of the projects, installation and commissioning.
Assist in the definition of project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility
Facility Management: Utility system Engineering, erection and operation & maintenance which includes mainly Compressed Dry Air, Ultra-Pure Water, DI-Water, sewage treatment plant, ETP, ZLD, desalination plant, Scrubbers, Process Chemical Handling, Process Exhaust System, Process Gas System, HVAC with Clean Room, VAM & Electrical Chillers, Fire Hydrant System, FADS, DCS, Disaster Management Centre with life safety alarms & control, GIS, AIS, Fuel Handling etc.
Responsible for all site activities comprising Electrical, Mechanical and Control & Instruments, Engineering, procurement support, Equipment Erection, Testing & Commissioning, Planning, Quality & Documentation related to Utility.
Co-ordinate with all stack holders to collect, compile and provide the inputs in full and within agreed time line to engineering consultant for designing of the Utility for the plant.
Should have proper knowledge and understanding about the engineering documents like MDL, DBR, RFQ, P&IDs, SLD, PFD, TBA, VDR etc.
Ensure the engineering documents generated by consultant are in full and contains all the details which are required by vendor to provide the offers.
Ensure the timely review and approval of the engineering documents by package owner appropriately. Ensure that the Utility packages are not Over / Under designed.
Evaluate the bids in line with RFQ i.e., plant requirement.
Proper and timely review and approval of Vendor Documents (VDR) by engineering team and utility team member.
Ensure the utility execution is as per approved design and specifications only, any change in design during execution should follow the change management procedure and all changes are captured in the as build drawing and / or in relevant document.
Should have complete understanding of the contract management for all the packages; ensure the vendor is fulfilling quality, safety, FAT, SAT, timelines, progress report etc as per PO.
Must be able to develop, track, control & implement all important elements of Site activities like, Initiation, Planning, Integration Management, Scope, Time, Cost, Quality Management, Risk management, and Project Monitoring & Control & Project Closing, etc.
Must coordinate with concerned authorities and agencies for obtaining required statutory & regulatory clearances, especially for Power, water, gas & chemicals.
Meet budgetary objectives and make adjustments to project constraints based on financial analysis
Measure performance using appropriate project management tools and techniques
Report and escalate to management as needed
Manage the relationship with the various departments, consultants, relevant stakeholders & third parties/vendors
Perform risk management to minimize potential risks
Use and continually develop leadership skills
Ensuring cost effective sourcing of spares and consumables, utility services contracts for its operations and maintenance requirement.
Must be a resourceful person in developing, implementing and continuously upgrading Preventive Maintenance Systems in utility to improve the Equipment reliability & availability.
Budgetary planning for the maintenance activity. Capital expenditure planning & procurement for the volume increase. Must be accountable for department wise monitoring & execution of key projects along with constantly upkeep track & control the project cost.
Preventive, Predictive, breakdown maintenance, and condition monitoring.
Calculation of MTBF, MTTR, OEE and Kaizen to improve the performance and availability of machine tools.
Cost & Quality Management: Energy Auditing, IMS, effective material resource planning to ensure ready availability of all consumables, identifying & developing alternate vendor for cost effective procurement of materials, optimization of utility cost, Break Down analysis (MTTR, MTBF), application of various problem solving tools.
Conducting safety Audits & inspection and facilitate to close the findings within agreed timelines. Supporting EHS in developing & implementation of workable systems.
Providing uninterrupted utility supplies at optimum cost & within agreed quality parameters.
Monitoring & improving PM Compliances, Equipment uptime, Inventory, Specific Consumptions, O&M cost, Safety etc.
Implementing SOPs, RCA, CAPA. Ensuring 100% Compliances of Legal & Statutory norms & requirements.
Preparing Annual Budget, monitoring & controlling the expenses within budget. Executing expansion, cost optimization& process improvement projects without any time / cost overrun.
O&M contracts evaluation and cost optimization thru multi skilling, process improvement and engineering control.
