Cost Engineer - Packages

Job Purpose

Roles & Responsibilities

• Assist the Cost Estimator and the Proposal Manager in the bid cost definition
• Participate in procurement and commercial strategy definition and identify the critical activities and materials to be estimated on vendor quotations basis for the correct definition of the MR strategy for the proposal
• Verify vendor offers, prepare the technical evaluation & commercial bid evaluation based on techno commercial offer received from vendors and finalize the cost estimate
• Coordinate and collect technical data relevant to costing from the department within the Organization.
• Creates preliminary cost estimates for materials related to utilities and process packages, including Wastewater Treatment, Produced Water Treatment, and Power, Water & Steam Generation packages.
• Review of complete package layout and its interfaces
• Engage in discussions with the Piping, Electrical, Instrumentation, and Civil disciplines to fulfill the scope in accordance with the Material Requisition.
• Review of detailed BOQ for complete package equipment provided by Vendor
• Deviations/exclusions provided by vendor in the techno commercial offer shall be reviewed and complete the cost estimate with in-house adjustment with basic engineering
• Attend meeting with Engineering/Management for the Techno commercial bid evaluation
• Ensure the material composition to be in line with the client specification
• For activities or materials to be estimated in-house, liaise with procurement and Bench marking tool to prepare the correct in-house quotation
• Maintain internal cost database updated with market prices
• Ensure the assessment of material cost of all projects based on schedule assigned
• Attend internal and JV cost review meeting
• Analyze the project technical documents and the vendor quotation in order to select the best price to be included in the bid cost estimate
