The COO & Registrar is a statutory position in the University and shall be responsible for all operating issues in the areas of academics, administration, human resources management, finance & accounts, marketing and meeting statutory compliance needs with all government bodies. The position carries legal authority in so far as the University activities are concerned. The COO & Registrar is the custodian of all assets and the official seal of the University. The COO & Registrar represents the University on all legal matters and is the person who can sue and be sued on behalf of the University.
Master’s degree in management, sciences, arts, student services, educational administration or a related area.
10 years of direct experience, or 15 years in a related area.
1. Proven record of successful supervisory experience in a people-oriented environment.
2. Demonstrated understanding of the application of modern communication technology.
3. A proven record in working successfully with diverse set of people ranging from academicians to administrative staff.
4. A positive attitude and ability to plan and adapt to change and guide change in the organization.
5. Ability to collaborate effectively with different departments and cross-functional teams.
6. Strong interpersonal, oral and written communication skills, and
7. Proven skills of managing project and programme portfolios.
1. To assume the overall role as per the institutional organogram.
2. Through consultative process with VC, Deans, Faculty and Non-Academic staff, for formulation of TDU policies & Operational Processes on Finance, Faculty Appointments, Academics (Education, Outreach, Research, Consultancies, Incubation), Human Resources, Library, General Administration, IT, Institutional Communication and Institutional values and work culture.
3. Through consultative process with VC, Deans, Faculty and Non-Academic staff, for formulation of 5-year strategic plan, delegation of responsibilities and periodic monitoring of its implementation.
4. In consultation with VC and Deans for delegation and assignment of responsibilities to the Joint Registrar Finance, Administrative Officer, Assistant Registrar (Academics), Assistant Registrar (HR), IT, Communication team and any other Institutional officers.
5. Responsible for finalization of annual budget of TDU, 3 months prior to the commencement of every financial year and regular monitoring of physical and financial status of all funded projects of TDU including reporting to donors as per committed schedules.
6. Responsible for timely organization and documentation of proceedings, decisions and follow up actions related to BoG, BoM, ARoC and Finance Committees of TDU.
7. For purposes of continuous improvement, supervision, periodic review and monitoring of execution of policies, processes and delegated responsibilities related to:
a) general administration (custody of records, seals, MoUs, statutory compliances, building and maintenance of infrastructure, IT, security, safety etc)
b) financial processes (investments, accounting system, audit, purchase, etc)
c) academics (faculty appointment, student admissions, fee structures)
d) HR (recruitments, employee records, performance appraisal system, training calendar for faculty and non-faculty, cultural and sports activities, etc)
e) any other aspects of TDU management system.
8. Any other responsibilities assigned by the VC.
