Job Title Training and Development Manager

Department Training and Development

Reporting Reporting to Deputy General Director

Location: Iraq - Basra

Key Responsibilities

? Training Program Development and Assessment:

Create, develop, and maintain training programmes to incorporate best international practices.

Review and enhance existing training courses, providing development plans when required.

Continuously evaluate training effectiveness and implement improvements to enhance the learning experience.

Audit training courses and provide coaching as needed.

? Operational Management:

Oversee the daily training operations, ensuring optimal scheduling, effective resource allocation, and budget management.

Develop and monitor key performance indicators (KPIs) and provide periodic performance reviews.

Ensure appropriate reporting is in place. Prepare and review the training materials. Support teams in developing operations and expansion.

Ensure technical integrity of operations and compliance with incountry laws, corporate policies and international standards.

Lead the preparation and submission of training tenders to ensure completeness and alignment with organisational objectives.

? Client Engagement:

Represent the company in client meetings and maintain strong client relationships.

Follow and apply for training tenders to secure new business opportunities.

Contribute strategic business planning for expanding the training division in the oil and gas sector.

Identify potential markets and clients for business growth and establish a roadmap to capture those opportunities.

? Accreditation and Compliance:

Obtain new international accreditations by identifying opportunities and following the necessary processes with international accrediting bodies.

Ensure all training programs meet the standards required by accrediting bodies.

Manage the certification process for trainees and ensure compliance with international and local certification requirements.

? Resource and Data Management:

Create and maintain a comprehensive training database.

? Industry-Specific Training Development:

Design and deliver specialized training programs for oil and gas professionals, including health, safety, and environment (HSE), NDT, API, technical skills, and regulatory compliance. Stay updated on industry trends, emerging technologies, and standards to ensure training content aligns with current practices.

? Quality Assurance and Compliance:

Establish robust quality assurance processes to maintain high training standards.

Conduct regular audits and gap analyses to ensure compliance with safety, legal, and industry standards.

Perform organizational training gap analysis to identify skill deficiencies, recommend solutions, and align programs with client and industry needs.

? Trainer Development:

Recruit, train, and mentor trainers to ensure they possess the necessary technical expertise and instructional skills.

Conduct regular performance reviews for trainers and identify areas for professional development. Qualifications

Over 10 years of experience in the oil and gas industry, including at least 5 years working with a training provider company, preferably within diverse environments, with a proven track record of successfully developing and delivering high-quality training programs.

Demonstrated success in managing a wide range of training projects and conducting gap analyses to align workforce capabilities with organizational goals.

Proven experience in dealing with international organizations such as UNESCO, UNDP, UNIDO, World Bank, and similar agencies, with a demonstrated ability to manage projects and partnerships in line with international standards.

Proven experience in training centre operations, including team leadership, budgeting, and operational oversight.

In-depth knowledge and hands-on experience in health, safety, and environment (HSE) project management.

Certified and experienced HSE trainer, capable of delivering a variety of safety-related training programs.

Strong background in team building and leadership, with the ability to motivate and manage cross-functional teams.

Skilled in project management, with preference for candidates having international or overseas experience.

A proven ability to coach, train, and mentor staff across all levels Job Description of the organization.

Proven capabilities and knowledge in securing international accreditations from subcontractors and accrediting bodies, ensuring compliance with global standards and facilitating the approval process with organizations such as IADC, IWCF, API, and other relevant authorities.
