Job Summary:

The Monitoring, Evaluation & Documentation (MEAL) Consultant will play a critical role in supporting the Education Departments initiatives, including PM SHRI, FLN (Foundational Literacy and Numeracy), and Teacher Needs Assessment. The consultant will be responsible for designing and implementing robust M&E frameworks, enhancing data-driven decision-making, and fostering a culture of accountability and continuous improvement. This role also includes comprehensive documentation of best practices and program impact.

Key Responsibilities:

1. Develop and Implement M&E Frameworks

  • Design and implement robust M&E frameworks for quality education initiatives and assessment programs.
  • Define indicators, data collection methodologies, and reporting mechanisms to track progress and outcomes.

2. Data Collection and Analysis

  • Support the Nodal Officer in overseeing and coordinating accurate and reliable data collection processes.
  • Analyze data to generate actionable insights and recommendations for program improvement.
  • Design tools and large-scale data sheets (Google Sheets, Excel) for district-level reporting.
  • Prepare analytical reports based on data from various quality education initiatives.

3. Reporting and Documentation

  • Prepare comprehensive M&E reports highlighting key findings, lessons learned, and best practices.
  • Document success stories, case studies, and coffee table books to showcase program impact.
  • Identify and disseminate innovative practices and lessons learned for mid-course corrections.

4. Capacity Building & Stakeholder Engagement

  • Design and facilitate training sessions and workshops for teachers, BRPs, CRPs, and district nodal staff on M&E tools and practices.
  • Provide technical support and mentorship to strengthen M&E capacity within the department.
  • Collaborate with JEPC officials, NGOs, and community organizations to align M&E efforts with broader education goals.
  • Facilitate regular stakeholder meetings to ensure participation and buy-in.

5. Quality Assurance

  • Ensure the integrity and reliability of M&E processes and outputs.
  • Conduct regular field visits to monitor implementation quality and report findings to the Nodal Officer for timely action.

Qualifications:

  • Masters degree in Education, Social Sciences, Public Policy, or a related field.
  • Minimum 5 years of experience in Monitoring & Evaluation, preferably in the education sector.
  • Strong analytical skills with proficiency in Excel, Google Sheets, and data visualization tools.
  • Experience in designing M&E frameworks and tools.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively with diverse stakeholders.

Desirable Skills:

  • Experience with government education programs or donor-funded projects.
  • Knowledge of PM SHRI, FLN, and other national education initiatives.
  • Familiarity with qualitative and quantitative research methods.
