Deputy Manager - Railway (O&M)

Purpose/Objective

Permanent Way Lead is responsible for planning and executing maintenance activities, conducting thorough track inspections, and supervising the execution of repair works. The permanent way lead manages budgets, strategizes for infrastructure enhancements, and assesses resource utilization for optimal efficiency. The role is responsible for overseeing vendor engagements, ensuring adherence to quality standards and fostering effective stakeholder collaboration for seamless railway operations maintenance.

Key Responsibilities of Role

Maintenance Planning, Inspections and Repairs: Deploy trolleys and key-man teams to conduct regular periodic inspections of tracks Conduct engine / rear window inspection for checking the ride quality, alignment defects, etc. Conduct inspection of LWR/SEJ/curves/Point/Crossing Conduct USFD test for Rails / Welds to detect welding flaws, if any Conduct trolley inspection to check condition of track and work done by Gangs Conduct foot inspection of track to check track fitness including drainage, cuttings, formation and take necessary actions Inspect Level Crossings to check the knowledge of Gateman, availablity of tools, etc. Monitor the quality of welding work by checking the weld quality/soundness/finish Assess track fitness on a daily basis and identify major and minor associated risks Deploy gangs to perform maintenance works as per criticality of the activity Prepare annual Schedule of PM, PDM and upload in SAP Planning and Budgeting: Develop strategies and plans for the maintenance and renewal of railway tracks and related infrastructure. Evaluate the need for additional tracks based on factors such as increasing train traffic, growth projections, and operational requirements. Collaborate with engineering teams to design new track layouts and integrate them into existing railway infrastructure. Manage the budget for permanent way maintenance operations, including expenditures for materials, equipment, labor, and contracted services. Organise fuel and logistic support for ongoing maintenance works. Optimize resource utilization to maximize the efficiency and cost-effectiveness of maintenance activities. Vendor Management and Stakeholder Coordination: Define clear expectations, deliverables, and performance metrics to the vendors. Monitor vendor performance, including adherence to schedules, quality of work, and compliance with safety standards. Process vendor bills (Creation of PR and SES) for consumables, spare parts and O&M works Provide feedback and guidance to vendors to ensure that work meets established standards and requirements. Coordinate with vendors to ensure timely access to required resources and facilities for maintenance and repair works. Coordinate with internal stakeholders, such as operations teams and civil and structures team, to ensure end-to-end maintenance of railway operations Reports and MIS: Prepare joint finding compliance report in collaboration with other department leads Maintain MIS with respect to maintenance activities, asset, resource allocation, vendor management, compliance and safety

Qualifications and Experience

Education Qualification: B.E. / B.Tech. (Civil / Mechanical) Work Experience: 10-15 years, relevant experience in railway operations and track maintenance
