Job Description

1. Role Overview:

The Change Management Expert will be responsible for developing and implementing strategies to ensure the smooth adoption of the IRRMMS across the Rural Works Department (RWD). The role involves facilitating stakeholder engagement, communication planning, capacity building, and institutionalization of digital processes related to rural road maintenance and monitoring.

2. Key Responsibilities:

  • Develop and execute a comprehensive

    Change Management Strategy and Framework

    for IRRMMS implementation.
  • Identify potential barriers to change and develop mitigation strategies to address stakeholder resistance.
  • Conduct

    stakeholder analysis

    , mapping key users, decision-makers, and influencers across RWD.
  • Design and implement

    communication plans

    to ensure awareness and acceptance of the new digital system.
  • Facilitate

    training and capacity-building sessions

    for RWD officials, engineers, and field staff on system usage and process transitions.
  • Monitor adoption levels, collect feedback, and recommend adjustments to enhance user engagement.
  • Collaborate closely with the

    IT, Operations, and Monitoring teams

    to align technology adoption with organizational goals.
  • Support institutional reforms and policy alignment to integrate IRRMMS processes into regular departmental operations.
  • Prepare periodic progress reports on change management initiatives and adoption metrics.

3. Qualifications and Experience:

Educational Qualification:

  • Postgraduate degree in Management, Organizational Development, Human Resource Management, or related discipline.

Experience Required:

  • Minimum

    810 years

    of experience in Change Management, Organizational Development, or Process Transformation.
  • Experience in

    large-scale e-Governance / Infrastructure / IT-enabled

    projects preferred.
  • Prior experience working with

    government departments or public sector agencies

    will be an added advantage.

Key Skills:

  • Expertise in stakeholder engagement, communication strategy, and organizational behavior.
  • Strong facilitation and training skills.
  • Excellent analytical, presentation, and interpersonal communication abilities.
  • Familiarity with

    digital transformation and process re-engineering frameworks

    .
