Job Description

  • 1. Contractor Billing & Certification
  • Scrutinize and certify Running Account (RA) bills, final bills, and vendor invoices.
  • Verify contractor’s quantities against GFC drawings, site measurements, and BOQ.
  • Ensure deductions, retentions, and recoveries are applied as per contract.
  • Highlight discrepancies, over-claims, or deviations before certification.
  • 2. Quantity Verification & Documentation
  • Take joint measurements with contractors and site engineers.
  • Maintain detailed measurement books and reconciliation statements.
  • Ensure all measurements are properly documented and approved.
  • 3. Cost Monitoring & Reconciliation
  • Track financial progress vs. physical progress of the project.
  • Prepare reconciliation of major construction materials (cement, steel, tiles, etc.).
  • Monitor contractor advances, debit notes, and retention amounts.
  • 4. Coordination & Liaison
  • Coordinate with site engineers, planning, purchase, and accounts teams for smooth billing processes.
  • Liaise with architects, consultants, and client representatives for bill approvals.
  • Support project management in commercial negotiations with contractors.
  • 5. MIS & Reporting
  • Prepare monthly billing reports and cash flow projections.
  • Maintain billing registers and submit periodic MIS to management.
  • Assist in cost-to-complete and budget monitoring exercises.
  • 6. Variations & Claims
  • Verify and prepare rate analysis for extra items, variation orders, and non-BOQ works.
  • Submit recommendations to Project Manager/Commercial Head for approval.
  • Ensure claims are backed with proper documentation and justification.
  • 7. Compliance & Quality
  • Ensure bills are strictly as per contract drawings, technical specifications, and quality standards.
  • Check that statutory compliances (GST, WCT, TDS, etc.) are adhered to in billing.
  • Maintain transparent, auditable billing records for all contractors.
  • Qualifications & Skills
  • B.E./B.Tech/Diploma in Civil Engineering.
  • 4–8 years of experience in billing and contract management in large-scale hotel/commercial projects.
  • Strong knowledge of BOQ, rate analysis, contracts, and reconciliation.
  • Proficiency in MS Excel, AutoCAD, and billing/accounting software.
  • Good communication and coordination skills.
  • Key Attributes
  • Detail-oriented with strong analytical and verification skills.
  • Integrity, accountability, and fairness in certifying payments.
  • Ability to handle billing of multiple specialized contractors (civil, MEP, interiors, faade, landscaping, etc.).
  • Strong focus on cost control and project financial health.
