Job Description

Role & responsibilities

1. Driver Compliance (DQF Management)

  • Create, maintain, and audit complete Driver Qualification Files (DQFs), including I-9, W-4, CDL, medical cards, road tests, and previous employer verifications.
  • Coordinate pre-employment and random drug & alcohol testing programs; manage consortium participation and follow-up actions.
  • Conduct and document Clearinghouse queries (pre-employment & annual), PSP reports, and MVR/CDLIS checks.
  • Manage onboarding documentation such as policy acknowledgments, safety handbooks, and compliance sign-offs.
  • Track and renew all driver credentials (CDL, medical cards, endorsements, etc.) ensuring

    zero expirations

2. Subhauler / Broker Compliance

  • Collect, verify, and maintain W-9s, COIs, subcontractor agreements, DIR registrations, and DBE/SBE documentation.
  • Monitor document expirations and ensure timely renewals before dispatch.
  • Maintain an approved vendor/subhauler roster aligned with project and client requirements.

3. Safety & Training Programs

  • Implement and monitor driver safety initiatives including defensive driving, load securement, GPS discipline, and incident-reporting protocols.
  • Schedule and document toolbox talks, refresher courses, and safety training completion.
  • Oversee incident reporting, root-cause analysis, and corrective action plans.

4. Public Works & Audit Readiness

  • Maintain complete compliance documentation required for DIR, Caltrans, and other public works projects.
  • Prepare and organize audit-ready files, digital folders, reports, and binders.
  • Respond promptly and accurately to documentation requests from general contractors or regulatory agencies.

5. Systems & Reporting

  • Maintain structured digital documentation with standardized file naming and logs.
  • Generate weekly compliance dashboards: expiring credentials, random test status, subhauler insurance, incident tracking, etc.
  • Collaborate closely with Dispatch, HR, and Billing teams to ensure synchronized and accurate recordkeeping.

Preferred candidate profile

  • 58 years of hands-on experience

    in DOT/FMCSA compliance within trucking, logistics, or heavy-civil fleet operations.
  • Strong expertise in

    DQF management

    , drug & alcohol testing programs, Clearinghouse processes, PSP reports, and continuous MVR monitoring.
  • Demonstrated ability to

    create, implement, and enforce

    compliance SOPs, trackers, checklists, and documentation frameworks.
  • High-level

    accuracy, attention to detail, and time management

    , with a consistent record of maintaining error-free compliance files.
  • Excellent written and verbal communication skills for effective coordination with

    drivers, subhaulers, regulatory bodies, and internal teams
