Excise & Liaison Manager

The Excise & Liaison Manager will be responsible for managing all excise and statutory compliance activities, ensuring smooth operations of the ethanol plant without regulatory interruptions. The role also covers liaison with government departments (Excise, Pollution Control Board, Local Authorities, DISCOM, Factory Inspectorate, and others) to obtain approvals, renewals, and maintain good working relationships.

Key Responsibilitie

• Manage end-to-end excise operations including daily, monthly, and annual returns (Form FL3, stock registers, challans).
• Ensure proper documentation of grain, spirit production, dispatches, and duty payment.
• Coordinate with finance for timely payment of excise duty and resolution of queries.
• Ensure compliance with GST, pollution norms, boiler IBR inspections, and labour law reporting.
• Build and maintain professional relationships with excise officers, pollution board officials, and other regulatory bodies.
• Facilitate inspections, audits, and surprise checks, ensuring zero non-compliance observations.
• Secure timely approvals for new projects, expansion, modifications, or increased production capacity.
• Maintain up-to-date records of licenses, approvals, and statutory registers.
• Generate daily, weekly, and monthly compliance reports for management.
• Monitor regulatory changes and notify management of potential impacts.
• Work closely with production, dispatch, accounts, and legal teams to ensure smooth compliance operations.
• Train plant staff on excise documentation and statutory record-keeping.

Qualification & Experience

• Education: Graduate (Commerce/Science) with diploma/PG in Excise, Taxation, or related field preferred.
• Experience: Minimum 1215 years handling excise operations & government liaison in distillery, ethanol, or FMCG process industry.
• Skills: Strong knowledge of excise rules, ERP systems for stock & duty management, excellent communication & negotiation skills, and ability to handle inspections confidently.
