Engineer (Civil)

The Engineer (Civil) is responsible for planning, executing, supervising, and maintaining all civil engineeringrelated construction and infrastructure projects across the university campus. This role ensures that all works meet statutory norms, safety guidelines, quality standards, and sustainability objectives. The position involves oversight of new construction, renovations, preventive maintenance, campus utilities, and coordination with government agencies, consultants, and contractors.

Essential Qualifications:

i) Bachelor’s Degree in Civil Engineering from a recognized Institute/ University or equivalent.

ii) > 08 years of experience relevant experience, including significant experience in infrastructure management in universities, educational institutions, government organizations, or large campuses.

Desirable Qualifications:

i) Experience in construction of projects of multi-storey buildings and have experience in planning/estimation/measurement/tendering as per the established norms. Good knowledge of relevant manuals, preparations/checking of estimates, drawings, structural details, bill of quantities, substitute/deviation items statements and other associated issues related with building and constructions.

ii) Knowledge of Computer Aided Design (CAD) and latest Management Technology/other relevant software.

iii) Strong knowledge of contract management, tendering procedures, and project management tools.

iv) Demonstrated experience in leading large-scale construction and maintenance teams.

v) Strong leadership, communication, and vendor coordination skills.

Key Responsibilities

1. Strategic Planning & Infrastructure Development

  • Prepare long-term and annual infrastructure development plans in line with the university’s growth strategy.
  • Evaluate feasibility, cost estimates, and technical specifications for new construction and major renovation projects.
  • Develop campus master plans with respect to buildings, roads, drainage, landscaping, and utilities.

2. Project Management

  • Lead, monitor, and supervise ongoing civil engineering projects from concept to completion.
  • Review architectural and structural drawings; ensure adherence to approved designs and technical standards.
  • Manage project timelines, budgets, and resource allocation.
  • Conduct site inspections, quality audits, and ensure compliance with safety and environmental regulations.

3. Operations & Maintenance

  • Oversee maintenance of all campus civil infrastructure, including buildings, hostels, academic blocks, water supply networks, sewage systems, roads, boundary walls, and landscaping.
  • Establish preventive and predictive maintenance schedules.
  • Respond promptly to maintenance requests and emergency repairs.

4. Vendor, Contractor & Consultant Management

  • Invite tenders, RFPs, and quotations as per norms (as applicable to the institution).
  • Evaluate proposals, negotiate contracts, and ensure vendor compliance with terms and performance standards.
  • Coordinate with architects, structural consultants, PMCs, and third-party quality auditors.

5. Regulatory Compliance

  • Ensure all construction works comply with local regulations, building bylaws, environmental clearances, safety codes, fire norms, and university procurement rules.
  • Liaise with statutory authorities such as PWD, CPWD, Municipal Bodies, Pollution Control Boards, and Fire & Safety departments.

6. Budgeting & Documentation

  • Prepare annual civil engineering budgets, capex projections, and cost control measures.
  • Maintain records of all drawings, contracts, work orders, bills, and project reports.
  • Provide periodic updates to the University Administration/Governing Body.

7. Team Leadership & Administration

  • Lead a team of engineers, supervisors, and technical staff.
  • Promote a culture of professionalism, safety, innovation, and accountability.
  • Train and mentor team members; ensure compliance with HR and administrative policies.
