Position Summary

The Assistant District Manager (ADM) supports the District Manager in overseeing and ensuring the effective functioning of the 108 Ambulance Services in the assigned district under the Maharashtra Emergency Medical Services (MEMS) project. The ADM plays a key role in monitoring field operations, supporting stakeholder engagement, ensuring high service standards, and achieving operational targets.

Key Responsibilities

Operational Management

Support day-to-day supervision of 108 ambulance operations to ensure timely response to emergency calls and efficient ambulance deployment across the district.

Coordinate with Ambulance Drivers, EMTs (Emergency Medical Technicians), Call Centre staff, and field teams to monitor service quality and response times.

Maharashtra PHD

Monitor fleet status (e.g., vehicle availability, uptime, fuel, and medical equipment readiness) and coordinate with fleet support teams for maintenance and repairs.

Assist in ensuring compliance with SLAs (Service Level Agreements) and SOPs (Standard Operating Procedures) for emergency service delivery.

Reporting & Analysis

Collect, prepare, and share MIS (Management Information System) reports, district performance data, and key operational metrics with the District Manager and State Program Office.

Support data analysis to identify operational gaps and recommend corrective actions for improving service efficiency and patient outcomes.

Training & Capacity Building

Coordinate or conduct training programs for ambulance staff, including drivers and EMTs, to enhance skills in emergency care, communication, and safety protocols.

Assist in organizing local drills and refresher workshops in coordination with training partners.

Stakeholder Engagement & Public Interface

Support engagement with government officials, district health authorities, police, hospitals, and community organizations to strengthen collaborations.

Assist in representing the 108 service in local meetings, review forums, and public awareness activities.

Help coordinate PR, media interactions, and community outreach campaigns to promote awareness about the 108 emergency number and services.

Support monitoring of ambulance and medical equipment readiness, adherence to quality standards, and safety protocols.

Qualifications & Experience

Educational Requirements

Bachelor’s degree in Healthcare Administration, Business Administration, Emergency Management, Public Health, Social Sciences, or a related discipline.

2–5 years of experience in operations, emergency services, public health programs, or project management, preferably in EMS or government-linked health projects.
