Project Engineer

Job Purpose:

To prepare accurate and competitive cost estimates and techno-commercial proposals for HSAW carbon steel pipes and external coating (3LPE/3LPP/FBE, etc.) projects by analyzing tender documents, client specifications, and production capabilities. The role ensures that all cost elements are captured in alignment with company standards, market trends, and profitability targets.

Role & responsibilities

1. Tender Review & Technical Understanding

• Review and analyze tender documents, specifications, drawings, BOQs, and data sheets.
• Identify scope of work related to pipe manufacturing (HSAW) and coating applications.
• Clarify technical and commercial queries with clients/consultants as needed.

2. Cost Estimation

• Develop detailed cost breakdowns for raw materials (coil, epoxy, polyethylene, etc.), consumables, manpower, power, and utilities.
• Estimate production costs considering machine capacities, yield, scrap generation, and productivity norms.
• Calculate coating costs (3LPE, FBE, Cement Mortar, etc.) based on coating line capacity, material consumption rates, and thickness.
• Factor in logistics, packing, inspection, testing, and other indirect costs.
• Ensure all cost assumptions are realistic, verified, and aligned with actual plant data.

3. Price Build-Up & Proposal Preparation

• Prepare complete techno-commercial offers including price breakdown, delivery schedule, and commercial terms.
• Coordinate with Procurement and Production departments to validate material and operation costs.
• Support management in pricing strategy by analyzing competition, market conditions, and client budgets.
• Develop project cash flow and contribution margin summaries for management approval.

4. Database & Benchmarking

• Maintain and update cost databases for materials, consumables, and process rates.
• Record historical project data for cost comparison and future reference.
• Benchmark costing against competitors and previous bids to ensure competitiveness.

5. Coordination & Communication

• Interface with Sales, QA/QC, and Production teams for input data and technical clarifications.
• Support post-bid clarifications and negotiations with clients.
• Assist in handover of awarded projects to the execution team with all cost and scope details.

Overall Responsibility :

A Professional responsible for ensuring accurate cost estimates versus actual project costs, timely and high-quality bid submissions, improved tender success rates (awarded vs. submitted), complete and well-structured project handover documentation, and the maintenance of an accurate, regularly updated cost database
