Description
1. Key Accountabilities Monitor, analyze and assess policy, regulatory, legal, and institutional developments at the state level (Tamil Nadu). Build and maintain institutional relationships with government departments and regulatory bodies. Lead regulatory engagements including submissions, hearings, and drafting petitions before TNERC and other authorities. Proactively advocate for favorable policies and regulatory frameworks aligned with business interests. 2. Objectives Ensure regulatory preparedness and proactive engagement in Tamil Nadu to enable business growth. Drive policy advocacy to create a favorable ecosystem for Wind, Solar, Hybrid, and other RE businesses. Secure and protect the companys interests in regulatory forums. 3. Accountability Responsible for tracking and responding to developments from: TNERC (Tamil Nadu Electricity Regulatory Commission) TANGEDCO (Tamil Nadu Generation and Distribution Corporation) TANTRANSCO (Tamil Nadu Transmission Corporation) TEDA (Tamil Nadu Energy Development Agency) Tamil Nadu Energy Department and related ministries. Ensure timely and accurate filings and responses related to tariff orders, regulations, circulars, and policy matters. 4. Strategy & Planning Prepare annual regulatory calendar and roadmap for policy advocacy. Identify potential risks/opportunities from upcoming regulatory decisions and draft strategy to influence outcomes. Align advocacy strategy with central policy directions (MNRE, CERC, etc.). 5. Financial Management Budget planning for regulatory filings, legal engagements, and representation expenses. Ensure efficient use of external counsel and consultants. 6. Operations and Execution Draft and review policy inputs, responses to consultation papers, petitions, and representations. Support in regulatory hearings, workshops, and stakeholder consultations. Coordinate internally with Commercial, Development, Legal, and Projects teams to gather insights for policy positions. 7. Risk Management Identify and mitigate regulatory and policy risks. Anticipate adverse policy/regulatory movements and develop riskmitigation strategies. 8. Governance Ensure compliance with applicable state regulatory frameworks and internal protocols. Maintain documentation and audit trail of regulatory engagements. 9. Future Sustainability Engage in shaping emerging policy areas such as energy storage, hybrid projects, green hydrogen etc. Contribute to industry forums (like CII, FICCI, ASSOCHAM, State RE associations). 10. People Management Work with the State Corporate Affairs team; provide mentoring to junior staff or interns if assigned. Coordinate with central Policy & Regulatory Affairs team for knowledge sharing and guidance. 11. Key Performance Indicators (KPIs) Timely filing of petitions/responses and representation to authorities. Number of favorable outcomes in regulatory decisions. Policy wins and influence across relevant departments. Stakeholder engagement index and quality of regulatory documentation. 12. Qualification Graduate in Engineering / Economics / Commerce or Law Post-Graduate or MBA / MPP / LLM in Energy, Regulatory Affairs or Policy preferred 13. Experience Range Minimum 7 to 10 years of experience in Power Sector Regulatory Affairs / Policy Prior experience in Tamil Nadu energy sector, especially in regulatory forums, is highly desirable Familiarity with TNERC, TANGEDCO, TEDA, and Government departments is essential
