Job Description

Job Summary:

General Manager Bidding & Cost Estimation

Key Responsibilities:

1. Tender Strategy & Pricing Oversight

  • Lead the overall bid strategy, pricing framework, and commercial positioning for domestic and international tenders.
  • Develop target pricing models, cost benchmarks, and margin strategies in alignment with business goals.
  • Review and approve final bid pricing and assumptions before submission to management.

2. Cross-Functional Coordination

  • Coordinate with Engineering, Design, Factory, SCM, and Finance teams to gather technical and cost data.
  • Review scope deviations, technical clarifications, and value engineering opportunities to optimize pricing.
  • Ensure alignment between client requirements and internal capabilities.

3. Vendor and Supply Chain Engagement

  • Guide the estimation and procurement teams in sourcing and analyzing vendor quotations for pricing accuracy and technical compliance.
  • Support SCM in high-value post-bid negotiations with key vendors to improve commercial terms and margins.

4. Management Presentations & Approvals

  • Prepare and present executive-level bid summaries, risk analysis, and pricing strategies to senior management.
  • Secure internal approvals from Finance, Legal, and Executive Leadership for major bids and contractual obligations.

5. BOQ Preparation & Zonal Costing (Z-BOQ)

  • Oversee preparation and finalization of Zonal Bill of Quantities (Z-BOQ) aligned with client requirements and internal cost databases.
  • Validate cost breakdown structures and ensure traceability to estimation models.

6. Contract Closure & Handover

  • Participate in final contract negotiation and closure with clients.
  • Ensure seamless transition of awarded projects to the Project Management and Execution teams with full documentation, cost sheets, and risk registers.

7. Continuous Improvement & Market Intelligence

  • Track industry pricing trends, competitor strategies, and vendor market rates to improve future bids.
  • Implement process improvements, digital estimation tools, and historical cost databases for enhanced accuracy and efficiency.
