The candidate must possess strong commercial acumen, technical understanding of construction activities, and hands-on experience in drafting, negotiating, and managing contracts throughout the project lifecycle. Key Responsibilities: Vendor Management & Procurement Develop and maintain a comprehensive vendor database across all trade packages. Execute the prequalification process to shortlist capable tenderers. Coordinate tender processes: from tender document compilation (including special conditions of contracts) to negotiation and finalization. Conduct techno-commercial evaluations and negotiation meetings with bidders and internal stakeholders. Develop and implement procurement policies and SOPs to ensure compliance and timely deliveries. Coordinate with project teams and stores for timely material procurement and delivery. Contract Administration Draft, issue, and manage contracts and work orders. Address and resolve post-contract issues, claims, and disputes. Validate and track contractual documents such as Bank Guarantees and Insurance Certificates. Ensure accurate contractual communications to minimize legal and financial claims. Cost Control & Billing Monitor and control cost variations, evaluate extra items, and conduct rate analyses. Validate bills against contractual provisions and scope of work. Certify running and final bills across disciplines including civil, interiors, infrastructure, and landscaping. Prepare and maintain billing and variation trackers. Authenticate contractor reconciliation statements and final settlement documents (including debit notes, NCRs, etc.). Monthly reporting of project-wise budgets vs. actuals to the management. Technical Estimation & BOQ Management Prepare BOQs for various packages by reviewing project documents and quantifying resources. Conduct detailed rate analysis, including material, labor, equipment, and overhead costs. Develop project-wise budget cost sheets and update regularly based on project progress. Value Engineering & Design Coordination Collaborate with project teams, architects, and consultants for cost optimization and value engineering. Evaluate alternative construction methods and materials to reduce costs without compromising quality. Coordinate with design consultants to ensure proper interface of drawings and avoid site execution issues. Estimate tile wastage and conduct quantification work across civil and finishing works. Required Skills & Qualifications: Bachelor’s Degree in Civil Engineering / Quantity Surveying / Construction Management. 7–10 years of relevant experience in Contracts & Procurement in the construction or infrastructure sector. In-depth knowledge of contracts, rate analysis, cost estimation, and billing. Familiarity with standard forms of contracts (e.g., FIDIC, CPWD). Proficient in MS Excel, AutoCAD (for quantity take-offs), and project management tools. Strong negotiation, communication, and analytical skills.
