Reporting Line : Country head & MEP design Manager, Riyadh Summary DAR is looking for a professional for the role of MEP Manager, capable to lead the companys Mechanical, Electrical, ELV and IBMS Section (Design Department) and all its projects from their initiation to closure and shall ensure adherence to the project deadlines and quality requirements to fulfil client requirements. The MEP Manager will be instrumental to lead and monitor multiple teams simultaneously involved in the design of all the systems under these disciplines of various project in this region. The incumbent creates a healthy environment within the department by appraising performance of the team and provide guidance and coaching whenever required. This MEP Manager shall assist the country manager and the MEP manager at Riyadh in preparing departmental budget for the projects, other technical aspects and support to the HR department in the recruitment process Responsibilities Assist top management in the development of long-term strategic objectives for the Mechanical, Electrical, ELV and IBMS sections. Assumes full technical responsibility and operational accountability for Mechanical, Electrical, ELV and IBMS team output on projects. Adopt appropriate measures to optimize costs and increase profitability. Ensure compliance with company policies, procedures and standards, applicable laws and regulations; monitor all section staff and ensure their compliance with the same. Understand owner/client requirements as reflected in TORs/RFPs issued by owners/clients; attend pre-tender meetings as and when required in order gain clarifications on owner/client requirements. Provide the country manager inputs (e.g., man month requirements, design cost estimates etc.) regarding the contribution of the Mechanical, Electrical, ELV and IBMS section to projects. Support other Managers in the evaluation of proposals submitted by sub-consultants during RFPs issued by DAR; recommend sub-consultants for Electrical, ELV and IBMS design services based on owner/client requirements. Establish internal project milestones and timeframes to guide all projects, ensuring that designs are completed within the allocated timeframe and assigned budget; supervise section staff to always ensure their adherence to the same and assist them in meeting project milestones (as and when required). Monitor and ensure that all the department engineers are coordinating effectively with the various architects and engineers throughout the project (planning, concept, preliminary, final etc.). Design, supervise and approve the development of the department engineers in the design of the systems from concept to completion and to ensure the following: 1. Designs effectively respond to client/owner requirements (e.g. designs based on owner/clients budget etc.). 2. Drawings comply with the statutory requirements for the Mechanical, Electrical, ELV and IBMS sections. 3. Drawings are fully functional, making adequate provisions for the designs developed by the other disciplines (e.g. architecture, structure, ID, Landscape etc.). Exercise quality control of drawings produced by the section, ensuring that they adhere to quality standards. Remain abreast of changes in the statutory requirements regarding Mechanical, Electrical, ELV and IBMS section systems and components. Ensure that Mechanical, Electrical, ELV and IBMS section system components and materials specified for designs are relevant and comply with statutory requirements; ensure that the specifications document is updated to reflect any change in statutory requirements. Ensure that the support for all the ministerial approvals for Mechanical, Electrical, ELV and IBMS section designs are gained in a timely manner by the section engineers. Assist on site Mechanical, Electrical, ELV and IBMS section engineers by responding to technical queries which they raise; assist site staff in verifying sample materials submitted by contractors (as and when required) to ensure compliance against ministerial requirements and specifications. Determine the structure, size and composition of design teams based on project requirements. Ensure to provide engineers with clear and concise instructions in order to avoid confusion, re-work and errors; follow up with staff to ensure compliance against requirements. Appraise the performance of engineers and modelers/draftsmen within the section; ensure to provide continuous feedback and guidance to keep performance on track.. Assist Human Resources in conducting recruitment activities for the Mechanical,Electrical, ELV and IBMS section; Interview applicants as and when required. Ensure compliance with DAR company policies, procedures and standards, Provide inputs to Business Development with presentations to showcase the design capabilities of the team in support of the marketing needs. Evaluate proposals submitted by sub-consultants during Request For Proposal (RFP) and recommend to DAR management with the best technical and financial quote. Develop a thorough understanding of client design requirements, Terms of Reference (TOR), RFP etc. and advise the team with the design requirements. Effectively manage engineers throughout project lifecycles (planning, concept, preliminary, final etc.) with the job allocation and time management with the allocated budget. Review the design drawings and specifications to ensure that the complete design is complying with the design intent of the project. Arrange technical sessions with manufactures/suppliers of Mechanical,electrical, ELV and IBMS components and materials (as and when required) to ensure that the team is well aware of the competent products which can add value to the project. Before issuing the tender design documents, proper verification must be done to ensure that materials specified comply with statutory requirements and have strong representation in the country. Maintain continuous quality control by engaging the engineers on time during the design stages to ensure that they adhere to DAR quality, CAD standards, and Revit BIM requirements (e.g. high standards of visual presentation, error free, properly dimensioned, x-referenced etc.) Recognize and develops team's talent and consequently undertake appraisals and personal development plans for team members. Education Degree in (B.Tech. or B.E,) in Mechanical, Electrical or Electrical & Electronics Engineering, Master's degree, Desired Masters in business administration (MBA), PhD or Doctorate, Desired Qualifications Minimum 20+ years of experience in design and site supervision in construction industry, out of which at least 15 years of design experience. Extensive project experience in the design and construction of projects of different magnitude and functionality, necessitating high levels of technical competence in local, regional and international standards. Experience working on a variety of major multi-discipline design projects. Desirable to have experience in working for international consultancies. Good commercial awareness, timely monitoring and managing of the project within the budget, business management skills, knowledge in the evaluation of the profit and loss Familiar with relevant local and international industry standards and guidelines (e.g. NFPA, EIA/TIA, BSEN) Knowledge of ministerial regulations and standards Familiar with the relevant design software's Certifications Preferred to have certification from any Society of Engineers, any local Engineer's society membership or Saudi Engineers (SEC in KSA), CRPEP (for Bahrain) etc Chartered Engineer, desired. MCIBSE, IEEE, desired LEED/WELL/PMP certification, desired Professional Experience Has an engineering design background and able to fully demonstrate design and lead the design team. Work experience (design and execution) in Middle East at least for 10 years Experience in managing a team of 20 to 30 department engineers and modelers. Minimum 10 years of experience in working with multidisciplinary international consultancies during the recent past. Familiar with relevant local and international industry standards and guidelines Extensive MEP design experience in the construction and engineering industry Knowledge in QA/QC standards and process. Knowledge in handling international projects with exposure to international codes and standards Functional Experience Experience in adapting to new technologies and application software. Made sound decision in selecting sub consultant to participate in projects. Proven track record on effective people/team management skills to ensure meeting project deadlines. Comfortable in communicating and challenging engineers design to come up with the optimum electrical project design Generated good working relationships with internal and external clients and develop a client relationship management strategy. Client focused high level of relationship management skills Can identify and nurture talent in others to build a high performing and technically sound team Experience confidence in good communication skills and professional approach to clients, subordinates and across different DAR functional department Exercised critical thinking in analysing project status report submitted by engineers.
