VMRFDU is a premier multidisciplinary, privately managed institution of higher education, having a status of Deemed To be University, under section 3, of the University Grants Commission Act, and offers professional and general disciplines such Medical & Health Sciences, Engineering & Technologies, Business Administration, Law, and Sciences, Social Sciences, Arts and Humanities, at undergraduate, postgraduate and research levels. 24 constituent institutions of VMRFDU are spread over four campuses, Chennai & Salem, in the state of Tamil Nadu; and Puducherry and Karaikal campuses in the Union Territory of Puducherry.

Manager (Planning & Coordination): VMRFDU Library System

Level: Academic, Non-teaching, Middle Management

Reporting Structure:

Presently, this position functionally reports to Advisor, Libraries and administratively to the Registrar, VMRFDU.

Overview

Each of the VMRFDU campuses has a central library, and several school or departmental libraries. While focus of Campus Central, and Departmental libraries is to provide comprehensive localised services mainly based on their respective print collections to the respective campus communities, a Libraries Board chaired by the Hon.ble Vice Chancellor and having Heads of Institutions as members; assisted by a Central Resource Team provides critical strategic and policy direction, and support to enhance and manage access to digital resources, develop synergies and cooperation among VMRFDU Libraries.

Libraries at VMRFDU are served by a Central Resource Team, located at University's H.O., which has the following terms of reference:

Be overall responsible for implementing Resource Provison Policy, and will generally coordinate with constituent institutions, and the University management, in fulfilling their requirement for library resources.

To Assist VMRF Libraries by providing professional support and advice, and undertake skill development programs for the library professionals.

Be responsible for managing VMRF Digital Library (VDL), that would include integrated platform for remote access and discovery of print and electronic materials.

Endeavor to standardize, integrate and implement library technologies across all constituent institutions, so to facilitate resource discovery and resource sharing, and develop a union catalogue of print and electronic resources of all VMRF libraries.

To organize information literacy events for the faculty and students, and actively promote adoption of online learning material in curricula.

To undertake implementation of Learning Management System, Research Data Management, and Institutional Repository for the VMRF Knowledge Base.

To undertake new research and short-term courses in library and information services and related discipline.

This position is one among several which makes the Central Resource Team

Key Responsibilities

Assist the Central Resource Team, especially the Advisor, in reviewing and monitoring the progress on, a vision, strategies and, plans for the development of library services at Vinayaka Mission's Research Foundation in general and its constituent institutions.

Coordinate with Librarians of constituent colleges in collection of data on resources and their utilization, information requirements of the faculty and students collected through online surveys, feedbacks, personal meetings and other means.

Assist CRT in moderating and balancing such needs and work with the Central Resource Team, Heads of the constituent institutions, to implement the agreed strategies, and execute the specified plans.

To propose and execute, with the consent of management of VMRF and constituent institutions, a framework of integration of library resources and services through technological initiatives and continuous interaction among library professionals, users and administrators of constituent institutions.

To help the University administration in development of VMRF Libraries by Implementing a quality management system across VMRF Libraries through performance standards and process optimization from various VMRF Libraries so that VMRF Libraries, not only, always remain compliant with standards prescribed by the regulating bodies . and internal standards, but also play a pivotal role in attaining global standards.

Take a leadership role in developing standard operating procedures for VMRF Libraries, and ensure their timely and effective implementation across all libraries. Plan and organise process audits in VMRF Libraries, and present reports of such audits to the Institutional and University Management.

To team up with other members of the Central Resource Team, especially the Digital Librarian and Knowledge Manager, and Librarians to organise annual library meets,

Coordinate the networking and resource sharing efforts among VMRF Libraries, explore possibility of resource sharing with other libraries in the region, and participate in the effort to develop a consortium of libraries.

Under the guidance of Advisor, Libraries and in coordination with Digital Librarian synergise the development of print and digital library resources.

Organise meetings of VMRFDU Libraries Board, circulate agenda and minutes and do follow up on the decision made.

Organise monthly meetings of the VMRFDU Libraries Forum

Help University management in optimization of human resource provision for the libraries, organise staff development programmes, and oversee deployment of professional interns.

As a member of Price Negotiation Committee, participate in empanelment and rate contract for supply of books, print journals etc.

The incumbent interacts regularly with the Advisor, Libraries, officers of the VMRFDU, including officers of the constituent institutions, Heads and other staff of VMRFDU Libraries, suppliers of library materials, and other service providers, other members of the Central Resource Teams

Required Skills and Qualifications

A first-class Master's degree in Library & Information Science, with at least three years of experience in a leadership position in a reputed university or college, or library consortium. Knowledge and experience of managing library services in a network environment, and familiarity with standards set by the bodies such as NAAC, UGC, NMC, BCI, AICTE etc. would be preferred.

High level of IT skills, Good communication skills. A Ph.D. in Library & Information Science and ability to communicate in Tamil will be an added advantage.
