Position Summary: The Government Bid Proposal Writer is responsible for preparing, writing, and submitting competitive proposals in response to federal, state, and local government solicitations, particularly for Information Technology (IT) projects. This role requires a strong understanding of government procurement processes, compliance requirements, and technical writing to craft compelling proposals that align with agency needs and evaluation criteria. Key Responsibilities 1. Proposal Development Research and analyze Requests for Proposals (RFPs), Requests for Information (RFIs), and other government solicitation documents. Develop compliant, clear, and persuasive proposal responses tailored to government IT requirements. Collaborate with technical teams, project managers, and subject matter experts to gather and refine content. Write executive summaries, technical sections, past performance narratives, and pricing justifications. Ensure compliance with federal acquisition regulations (FAR/DFARS), agency-specific guidelines, and company policies. 2. Research & Strategy Conduct market research on government contracting opportunities in the IT sector. Identify key government contracts and position the company for upcoming opportunities. Analyze competitors and past awards to refine bid strategies. 3. Project Coordination Manage proposal schedules and deadlines, ensuring timely submission. Organize proposal kick-off meetings, reviews, and final approvals. Maintain a repository of proposal templates, reusable content, and past submissions for efficiency. 4. Editing & Quality Assurance Proofread and edit proposals for grammar, clarity, and compliance. Format documents professionally to meet government standards. Work with graphic designers to create visually appealing proposal materials. 5. Compliance & Documentation Ensure all required forms, certifications, and contractual documents are included in submissions. Maintain compliance with IT security and cybersecurity requirements outlined in solicitations. Qualifications & Skills Bachelor’s degree in English, Communications, Business, IT, or a related field. 3+ years of experience in government proposal writing, preferably in IT. Strong understanding of government procurement and contracting procedures. Excellent technical writing, editing, and document formatting skills. Ability to synthesize complex technical information into clear, persuasive language. Experience with proposal management software (e.g., GovWin, Deltek, RFPIO) is a plus. Knowledge of IT industry standards, such as cloud computing, cybersecurity, and software development, is beneficial. Strong project management and organizational skills.
