Commissioning Manager Job Duties

Commissioning Manager responsibilities include:

• Provide input and support to the Project Manager during the development of Procedures (Project Execution Plan and Construction execution plan).

• Coordinate with the Design and Build Contractor and to manage the day-to-day activities of the Commissioning Team.

  • Participate in the key design reviews such as P&ID, Equipment Layout, and HAZOP to ensure that the pre-commissioning and commissioning requirements are incorporated into the design of the facilities.
  • Provide expertise and oversight on all construction projects for start-up and commissioning.
  • Responsible for project field and jobsite start-up and commissioning operations.
  • Oversees Startup and Commissioning for all utilities and is process owner for all policies and procedures associated to the department.
  • Monitors and reviews all sectors startup and commissioning programs and makes necessary revisions to program as required.
  • Design and plan the commissioning phase to match new product features and Software modifications meeting project scope.
  • Develop and maintain the system centric integrated commissioning and start up plan and schedule.
  • Coordinate with the Design and Build Contractor to formulate plan and generate checklist to ensure all testing and commissioning of the respective systems in accordance Design and Sequence of Operation.
  • Lead the commissioning engineering team, provide guidance and arrange for training of staff.
  • Communicating with stakeholders about project status, risks, and challenges.
  • Managing conflict among team members to ensure that all parties are on the same page.
  • Ensures quality and timeliness of commissioning deliverables.
  • Leadership of the Commissioning Team in the development and implementation of the handover and commissioning strategy.
  • Provide constructability input into the design assist in the development of construction and commissioning procedures and plans, review and approve contractor design and installation proposals ensuring that all work is to the required standard and that all drawings, specifications, inspections, and certifications are strictly adhered to.
  • Monitors project commissioning progress, and in particular the critical path, in conjunction with the Project/ Construction Manager to ensure achievement of schedule and budget targets.
  • Confirms all statutory and required third party commissioning permits are in place and that conditions associated with them are adhered to.
  • Report the weekly progress and looking forward plan on commissioning
  • Ensure all activities carried out are in full compliance to all regulatory and authority requirement.
  • Fan out lesson learnt during construction / commissioning and establish program to ensure no repeat of same or similar error made.

• Propose any improvements in the system and procedures, as required.

• Ensure efficient handover to Facilities group.

• Assist contractors in preparing for and executing completion and handover.

Required Skills and Qualifications

  • Bachelors degree in engineering, construction management, or related field.
  • 5~10 years’ experience in Construction Management especially in commissioning activities. Experience in Cleanroom construction.
  • Demonstrable experience in the managing of multi-disciplined semiconductor projects and/or other relevant industries is strongly preferred.
  • Practiced in project control mechanisms and with commercial and technical risk assessments.
  • Proven track record of successful project delivery.
  • Thorough understanding of building codes and standards.
  • Construction procedures and practices.
  • Excellent communication, negotiation, and presentation skills, as well as the ability to visualize issues and communicate them to others.
  • Outstanding organization and coordinating skills – ability to coordinate and motivate groups of Consultants / Contractors.
  • Ability to manage multiple contractors simultaneously.
  • Ability to work collaboratively and pro-actively in a team environment.
  • Strong English ability in speaking and writing, be able to communicate with English speaking engineers both verbally and by writing.
