Job Title: System Administrator - Software (SA-S) Reporting to: The Joint Chief Executive Officer, CH1PS Number of Positions: I Responsibility Summary: Chhattisgarh Infotech Promotion Society, Government of Chhattisgarh invites applications from enterprising and aspiring candidates for the position of System Administrator (SA-S). Chhattisgarh Infotech Promotion Society (CHIPS: www.chips.gov.in) is the nodal agency and prime mover for propelling IT growth & implementation of the IT & e-Governance projects in the State of Chhattisgarh. CH,PS is involved in the end-to-end implementation of some mega IT Projects like, SDC, SSDG, SWAN, GIS, e-Procurement etc. A professional approach is being adopted for the implementation of IT Projects using the services of e-governance experts and consultants from corporate and academia. ICT has the potential to significantly improve this contribution. In doing so, Government of Chhattisgarh seeks to create an IT environment in the state wherein investments in IT are not only encouraged but actively facilitated. We aim to achieve quality and excellence in state government services to citizens, state transactions with citizens and businesses, and internal state governmental operations/functions through the strategic deployment of information technologies. The role of the SA-S is to ensure that the strategic and organizational objectives as well as the values of CHIPS are put into practice. In conjunction with other members of staff they will ensure organization growth through directing and managing operational activities to ensure they are delivered in accordance with the strategic objectives. The SA-S will be accountable for managing and coordinating resources and processes to deliver software releases of products/ projects, while participating in defining the strategy for the product devel9pment team by driving initiatives that deliver on the organizations vision. The candidate will ensure. that standards and procedures are followed during the design and implementation of information systems, helping and creating organizational and program budgets in collaboration with the JCEO and other team members. and undertaking other miscellaneous tasks as and when: they arise. They are required to work. with the staff team, and contribute to the development and implementation of organizational strategies, policies and practices. The candidate should be an outcome-oriented executive, capable of leading the creation of and energizing the institutional, human and technical capacities necessary to realize the unique and ambitious ICT agenda of the State. S/he should also be familiar with a variety of the field's concepts, practices, and procedures, relieve extensive experience and judgment to plan and accomplish goals and capable of multi-tasking. A wide degree of creativity and latitude is expected to secure the necessary cooperation and convergence of resources and activities. The candidate should fulfil the mandatory requirements listed below, and should embody- a rich combination of the requirements listed as desired. Mandatory: Educational qualification : B.E. /B.Tech. (Information Technology/ Computer Science/ Electronics & IT) or M.E./ M. Tech, recognized by or under the regulations etc. of relevant regulatory body, obtained upon successful completion of studies (excluding studies in distance education mode) as a regularly enrolled student; in respect of degrees or diplomas awarded abroad, candidate should submit relevant details establishing equivalence with the above qualification, and the decision of the Selection Committee regarding the acceptability of such qualification as equivalent qualification shall be final. Age : Candidate should be energetic and dynamic as the job profile would entail extensive interaction with various stakeholders and should be result-oriented. S/he should not be more than 35 years of age on the date of issue of the recruitment notice. For age related relaxations, please refer the Recruitment Rules. Experience : At least 9 years in case of Bachelor's degree or 7 years' experience in case of Masters degree; at management/ leadership experience in a software development organization required. The candidate must have at least 7 years' experience working through the design, development, release cycle, and delivering software products to market. The primary focus will be on choosing optimal solutions to use for these purposes, then maintaining, implementing, and monitoring them, along with the responsibility for integrating them with the architecture used across the organization. Job Description: The right person will be highly technical and analytical, possess experience of software development and/or IT and networking impleii1ehtatiqn/ consulting experience. Work together with the Product/ Project Owner to plan and execute projects, ensure that teams have appropriate product and technical specifications, directions . resources to deliver products effectively by establishing realistic estimates for timelines while ensuring that projects remain on target to meet deadlines. To turn functional requirements into detailed technical specifications including a backend design, front end design and class object implementation (where required) that can immediately be understood and utilized to undergo immediate development. Acting _as the Technology Solutions' point of contact for controls and governance including budgets, business planning, risk, audit, disaster recovery, business continuity, data protection and infom1ation security. -Capturing the combined demand and resources on the Technology Solutions. And managing the necessary prioritization processes. Collaboration with the other managers in the function, to ensure supply of resources . to meet commitments. Evolve the existing software system applications and architecture in various areas as needed. Build development methodologies for company-wide principles and strategy Drive innovation around products, mobile, data management and processing Programming experience, ideally in Python or Java, Dot Net, PHP. Successfully lead a team of developers & Create technology specific roadmaps as directed Work with state government department to gauge and create demand of strategic solutions and fulfil the same. Must have the ability to reach out and work with the senior government official in various departments. To manage implementation of identified projects based on a broad and detailed knowledge of current and •emerging technologies and to provide technical input into projects undertaken by or impacting on organization. To advise and inform management. departments and Members on technical issues as part of the decision making process for technical direction and procurement of new systems. Desirable: Experience working within the software development or Internet industries is highly desired; working knowledge of modem software development practices and technologies such as agile methodologies and DevOps is highly desired. Understanding of application, server, and network security is highly desired. Technical - Web services development/deployment experience, IT systems and network engineering experience, security and compliance experience, etc. Operational - Website/ web services as well as traditional IT networking, operations, management, and security experience. Economic and business - RFP/ Acquisition support; market analysis; cost benefit analysis, etc. Knowledge of the underlying infrastructure requirements such as Networking, Storage, and Hardware Optimization Ability to think strategically about business, product, and technical challenges in an enterprise environment. Understanding of Agile methodologies, and the ability to apply these practices to Analytics projects. Implementation and tuning experience in the Apache, Apache Tomcat, US. Strong understanding of the software development cycle (especially iterative and agile) Strong leadership, project management skills, time management, and problem solving skills Experience with managing the development of Saas and cloud based applications Understanding of relational databases, especially SQL Server. Good experience of ERD design and ERD optimization. Deep familiarity with HTML5 and JavaScript. Willingness to dive into software environments and technical issues Experience with Scrum methodology and Agile practices. Key Skills: Strong understanding of SDLC with expertise in managing highly critical projects: Solid understanding of SOA and use of Business Process Modelling. Ideally experienced in either .NET or Java technologies and should be able to provide architectural guidance on both platforms, owning the solutions and application architecture in entirety. Maturity to understand the software development methodology to employ for each project based on the schedule, operational, and business requirements, i.e. whether Iterative, Agile etc. Ability to solve any ongoing issues with operating the cluster. Excellent working knowledge of major social media channels including Facebook and Twitter. Proactive and highly organized, with strong time management and planning skills.
