Job Role

A Skills and Development Officer, also known as a Training and Development Officer or Learning and Development Officer, is responsible for designing, implementing, and evaluating training and development programs to enhance employees skills and performance. Here's an overview of the job role, responsibilities, and qualifications:The Skills and Development Officer plays a crucial role in organizations by:
  • Identifying training needs
  • Designing and delivering training programs

Key Responsibilities

  • Conduct Training Needs Assessment (TNA) to identify skills gaps
  • Design, develop, and deliver training programs (classroom, online, or blended)
  • Create training materials, manuals, and resources
  • Evaluate training effectiveness using metrics and feedback
  • Develop and manage training budgets
  • Collaborate with subject matter experts (SMEs) and stakeholders
  • Develop and maintain training records and reports
  • Identify and recommend external training opportunities (conferences, workshops)
  • Support organizational change and development initiatives
  • Stay up-to-date with industry trends and best practices

Qualifications

Essential Qualifications:

  • Bachelor's degree in Human Resources, Education, Business Administration, or related field
  • 2-3 years of experience in training and development, HR, or education

Desirable Qualifications

  • Master's degree in Human Resources, Education, or Business Administration
  • 5+ years of experience in training and development or HR
  • Additional certifications (e.g., instructional design, facilitation)
  • Knowledge of e-learning platforms and authoring tools
  • Experience with training management software
