Job Description

GIFTCL invites applications for the position of President - City Administration & Emergency Services (on contract). The remuneration will be commensurate with qualification and experience.

The candidate should have Postgraduate degree preferably in Public Administration, Urban Management, Engineering, Disaster Management, or equivalent. The desired candidate should have an industry experience of about 25+ years of experience in city administration, municipal operations, smart city governance, or emergency management of which atleast 5 years should be in Senior Position in Township / City Administration / Defence Services / Government / Quasi Government bodies. Proven leadership in managing integrated emergency services (fire, safety, medical, disaster recovery). Strong knowledge of urban infrastructure systems, statutory compliances, and sustainability practices. Experience working with government bodies, regulatory authorities, and multi-stakeholder environments. Excellent crisis management, communication, and decision-making skills. The detailed job description is as under,

City Administration

  • Oversee day-to-day operations of civic services including sanitation, public health and hygiene, horticulture, landscaping, street lighting and maintenance of public places.
  • Manage urban mobility, parking systems, traffic control measures, and last-mile connectivity in coordination with transport authorities.
  • Ensure high standards of cleanliness, maintenance, and smart city operations aligned with international benchmarks.
  • Implement digital and smart governance initiatives for efficient monitoring and citizen service delivery.
  • Develop policies for sustainable urban management including green initiatives, energy efficiency, and environmental conservation.
  • Monitor and oversee the maintenance and utilization of city-owned properties and assets.
  • Office housekeeping, canteen/pantry and guesthouse management
  • Formulate, implement, and periodically review city-level policies related to administration and municipal services.
  • Establish and maintain strong coordination with government authorities at the local, state, and central levels including law enforcement and regulatory bodies.

Emergency Services

  • Lead GIFT Citys integrated emergency management framework, covering security, fire & safety, disaster response, and medical emergencies.
  • Prepare and manage foolproof security plans for the entire city infrastructure
  • Build and maintain state-of-the-art fire and rescue services with continuous training, mock drills, and readiness audits.
  • Coordinate with local/state disaster management authorities, hospitals, law enforcement, and external agencies for joint response mechanisms.
  • Develop DRR plans of emergency preparedness for natural disasters, industrial accidents, public health crises, and cyber-security incidents.
  • Ensure strict compliance with safety regulations, risk assessment protocols, and statutory requirements.

Leadership & Stakeholder Management

  • Lead a multidisciplinary team of administrative, technical, and emergency response professionals.
  • Liaise with government departments, regulatory authorities, corporate tenants, and residents for smooth civic functioning.
  • Manage budgets, contracts, and service providers for city administration and emergency operations.
  • Evaluate and improve existing contracts and service agreements for better service delivery.
  • Identify risks and implement risk mitigation strategies for all administrative and operational areas.
  • Regularly report to the MD & Group CEO and Board on city operations, risk preparedness, and strategic developments.
