We empower the world's leading brands and retailers with unmatched insights into consumer behavior and the influencers that drive it.Numerator is looking for a detail-driven People Development Specialist (France Compliance) to support the People Development & Experience team in managing the administrative tracking, reporting, and compliance of all learning and training initiatives for France-based employees. This role will report to the Sr. Manager of People Development & Experience.This role ensures our training programs meet local regulatory requirements while providing accurate data, reporting, and insights to drive improvement. The ideal candidate must be fluent in French and English, be detail-oriented, and have experience working with HR and learning systems, ideally ADP.
Core Job Functions
- Collect and analyze training needs in collaboration with managers and HR teams.
- Build, manage and monitor the skills development plan for France-based employees.
- Organize training actions: search for service providers, logistical management, sending of invitations.
- Monitor the budgets allocated to training and optimize funding (OPCO, CPF, etc.).
- Evaluate the quality and effectiveness of the training courses put in place.
- Ensure regulatory monitoring of legal obligations in terms of training.
- Participate in cross-functional HR projects related to skills development.
- Serve as the point of contact for the France Work Council for all topics related to the field of learning and development , and other regulatory or administrative bodies in France.
- Identify process gaps and recommend improvements to enhance efficiency and compliance.
- Manage the mandatory working hours and career development interviews for France-based employees.
- Assist with translating training and learning materials into French when required.
What You'll Bring to Numerator
Competencies & Skills
- Knowledge of financing mechanisms and regulations in vocational training.
- Advanced proficiency in Excel for budget management, tracking, and analysis.
- Knowledge of the ADP training module
- Knowledge of French labor law and training compliance regulations preferred
- Organizational skills

- Good communication (both written and verbal)
- Strong project management and time management skills
- The ability to manage multiple priorities in a fast-paced, global environment
Language Requirements
- English: fluent C1
- French: fluent C1
Qualifications
- Degree in Human Resources, Learning & Development, Training Management, or a related field
- 2 + years of experience in a training management or related role, preferably with experience in France training requirements
